Marine ecosystems evolve under many interconnected and area-specific pressures. To fulfil society's intensifying and diversifying needs while ensuring ecologically sustainable development, more effective marine spatial planning and broader-scope management of marine resources is necessary. Investigating interconnected fisheries: a coupled model of the lobster and herring fisheries in New England ArchiMer

Ostensibly separate fisheries are often linked through ecological, environmental, and human mediated processes that can impact their productivity, profitability, and resilience; however, managers rarely explicitly account for these linkages. We present a coupled bioeconomic model of the American lobster (Homarus americanus) and Atlantic herring (Clupea harengus) fisheries in the northeast United States. The model builds upon existing stock assessment models and includes key characteristics of both fisheries including size- or age-structured populations, seasonal patterns of lobster exploitation, and seasonal-spatial patterns of herring exploitation. Marine and coastal activities are closely interrelated, and conflicts among different sectors can undermine management and conservation objectives. Governance systems for fisheries, power generation, irrigation, aquaculture, marine biodiversity conservation, and other coastal and maritime activities are typically organized to manage conflicts within sectors, rather than across them. Based on the discussions around eight case studies presented at a workshop held in Brest in June 2019, this paper explores institutional approaches to move beyond managing conflicts within a sector. Incentive effect of joint and several liability in fishery cooperatives on regulatory compliance ArchiMer

Cooperative‐based catch share systems can be implemented such that the members of the same fishery cooperative are jointly and severally liable for not exceeding collectively assigned fishing rights. In practice, this means that a regulator can take away catch privileges from an entire cooperative that overruns its collective quota, effectively creating a penalty much larger than what could be recovered with an individual fine. Fishery cooperatives then typically implement their own internal compliance regime that includes monitoring and penalties.
