The efficiency of the Australian dairy processing industry AgEcon
Doucouliagos, Hristos; Hone, Phillip.
In this article we analyse trends in the economic performance of the dairy processing industry and evaluate the link between these trends and the deregulation of the industry. Using Stochastic Frontier Analysis to derive Malmquist total factor productivity estimates, we show that the industry exhibits a relatively high level of technical efficiency. Victoria, the major producing state, has been effectively on the frontier over the period studied. In recent years, the rapid expansion in capital investment that has attended the shift towards deregulation, has been accompanied by an apparent slowdown in both productivity growth and technical progress. There is also evidence of a convergence in productivity levels across states.

Relative Economic Efficiency in the Australian Grazing Industry AgEcon
Lawrence, Denis; Hone, Phillip.
The Lau and Yotopoulos restricted profit function methodology for testing for differences in economic efficiency and its components of allocative and technical efficiency is applied to data from grazing properties in the High Rainfall Zone of New South Wales. Tests are made on the basis of property size and operator's age. Larger farms are found to be significantly more economically efficient than smaller farms. The range of data considered in this study is found to exhibit constant returns to scale. Operator's age is found to have no effect on economic, allocative or technical efficiency and both younger and older operators are found to allocate variable inputs optimally. Finally, the usefulness of the methodology for examining issues related to economic...

Agricultural Supply Response in Fiji AgEcon
Hone, Phillip; Haszler, Henry; Natasiwai, Tevita.
The agricultural sector is a central part of the Fiji Islands economy. Policies to alleviate poverty and stimulate economic growth need to be based on a sound understanding of the local agricultural systems involved. This understanding needs to extend to the responsiveness of production to price changes. To date there have been no published quantitative estimates of the responsiveness of agricultural supply in Fiji to output price changes. In this paper we present a set of highly disaggregated supply elasticities covering many of the major food crops produced and consumed in Fiji. These results have been derived from a stated intention survey of rural households. The results appear consistent with the dual nature of Fiji's agricultural sector and show that...

Estimating Demand Elasticities for a Small Island Economy: Fiji AgEcon
Hone, Phillip; Haszler, Henry; Tubuna, Sakiusa; Waqavonovono, Epeli.
An understanding of the responsiveness of food demand to price changes is critical to decision making in the area of food policy. The estimation of these elasticities is difficult in developing countries, such as Fiji, due to a lack of reliable data. We review the existing data on food demand elasticities in Fiji and examine alternative approaches to their estimation given the data constraints present. We use a stated preference approach to provide a new set of estimates of food demand elasticities for Fiji using cross section data.

Food Choice and Nutrition in Fiji AgEcon
Hone, Phillip.
Obesity related health problems are a potentially significant cost to Fiji. The factors driving the trend towards increased obesity are analysed. The potential for reducing the rate of increase in obesity by influincing individual food choice decisions is evaluated and a policy framework is developed for considering this issue. The analysis points to some tentative policy recommendations for food policy in fiji. The role of a systems perspective on the policy problem is highlighted and specific attention is focused on the role of a nutrient based food tax in a wider nutrition-health policy system.

Charging For Agricultural Extension Services AgEcon
Hone, Phillip.
The implications of recent trends in the delivery and financing of agricultural extension services are assessed. The economic consequences of the introduction of charges and the increased reliance on private consultants to deliver extension services are considered in terms of their efficiency and distributional consequences. It is concluded that there is a strong efficiency case for charging for most extension activities. The presence of externalities or non-rival consumption properties in some extension activities does not establish that subsidised provision would be justified from an efficiency perspective. The impact of the price elasticities of demand for extension services and rural output on the distributional consequences of alternative funding...

Farm-level efficiency and productivity measurement using panel data: wool production in south-west Victoria AgEcon
Fraser, Iain; Hone, Phillip.
In this article we explore some issues surrounding the use of farm‐level efficiency and productivity estimates for benchmarking studies. Using an eight‐year balanced panel of Victorian wool producers we analyse annual variation between estimates of farm‐level technical efficiency derived using Data Envelopment Analysis and Malmquist estimates of Total Factor Productivity. We find that farms change their relative rank in terms of efficiency across years. Also, unlike aggregate studies of Total Factor Productivity, we find at best erratic and modest growth, a worrying result for this industry. However, caution is needed when interpreting these results, and for that matter, benchmarking analysis as currently practised when using frontier estimation techniques...
