Scales or Stars? Consumer Preferences for Food Quality Signals AgEcon
Shang, Wenjing; Hooker, Neal H..
Food quality has become an increasing concern in the public health arena over recent years. Food manufactures and processors hygiene performance plays a crucial part in producing safer food products. While there are inspections assessing plants'’ hygiene performance, there is little direct communication of performance measures to consumers. This paper uses survey data to determine consumer preferences among a set of four alternative food labels which report such plant level performance scores. How much information, as well as the format they most prefer, is compared using a range of econometric models. Results show that consumers prefer number scheme, larger volume of quality information and are generally consistent with their preference. These findings...

Documenting Food Safety Claims and Their Influence on Product Prices AgEcon
Li, Ji; Hooker, Neal H..
In response to increasing customer attention to food attributes, agribusinesses are employing novel product differentiation strategies. As an example, we investigate the use of food safety claims on new packaged food products from the food manufacturers’ perspective. First, using two product innovation databases, we investigate claim use on labels in seven English-speaking countries over the period from 1980 to 2008. Then, based on manufacturer recommended selling prices and using U.S. data (from 2002 to 2008), we apply parametric and nonparametric hedonic methods to identify supply-side (agribusiness) valuations of chemical and microbiological claims in two food categories. We identify a significant 5 cent premium per ounce for a “preservative free” claim...

Selection of Food Safety Standards AgEcon
Cho, Bo-Hyun; Hooker, Neal H..
Food safety regulations are evolving to more performance-based regimes in which firrms have greater flexibility and responsibility for adopting effective controls. Within this context, this paper compares performance and process standards modeling the variability of industry-level compliance and therefore the resultant level of food safety. Monte Carlo simulations are conducted manipulating five factors: the variances of input use of efficient and inefficient firms, the proportion of inefficient firms in the industry, the mean of the error term for inefficient firms, and the policymakers' level of risk aversion. Results suggest that process standards may be preferred over performance standards when inefficient firms prevail in the industry, when input use...

ISO 9000 -- A MARKETING TOOL FOR U.S. AGRIBUSINESS AgEcon
Capmany, Carlos; Hooker, Neal H.; Ozuna, Teofilo, Jr.; van Tilburg, Aad.
The relevance of the ISO 9000 series of quality management systems (QMS) for U.S. agribusiness is analyzed. Certified firms from several industries were surveyed to determine their before (ex ante) and after (ex post) perspectives of the QMS. Results for the agribusiness subsample are compared to those for firms from other industries to determine if they behave differently. Anticipated marketing advantages (increasing market share and providing access to new markets) of the QMS were critical factors that encouraged the pursuit of the certificate. The average cost to attain certification was $101.400 and to maintain certification was an additional $26,500 per year.

Exploring Consumer Valuation and Preference Heterogeneity for Functional Foods Using a Choice Experiment: A Case Study of Tomato Juice Containing Soy in Ohio AgEcon
Teratanavat, Ratapol P.; Hooker, Neal H..
A discrete choice experiment is applied to examine consumer valuation of a new generation of functional foods. Data were collected from 1,704 households in Ohio through a mail survey. Results indicate health benefits and ingredient naturalness are positively valued but such preferences depend on individual's education, income, and food purchase behavior.

CONSUMER PREFERENCE FOR SPECIFIC ATTRIBUTES IN NATURAL BEEF PRODUCTS AgEcon
Grannis, Jennifer L.; Hooker, Neal H.; Thilmany, Dawn D..
This study examines the willingness to pay for a locally-produced, natural beef product in the Intermountain West. In addition to presenting market shares at various prices, this study examines the relevance of several production characteristics, to determine how important they are to consumers, especially the target group willing to pay premium prices. Concern about hormones is consistently higher than other animal- and environmentally-friendly attributes, while concern about local production is the lowest among the respondents. As would be expected, the average concern about each of these characteristics increased among the group most willing to pay a premium for natural beef.

POLICY CONCERNS FOR ONLINE B2B EXCHANGES AgEcon
Hooker, Neal H.; Rha, Jong-Youn; Ernst, Stanley C.; Widdows, Richard.
Policy concerns arise as e-business activities become increasingly common. This paper discusses important elements of such concerns, particularly the pro- and anti-competitive assessment of online business-to-business (B2B) exchanges. The definition of markets, the role of quality management and communication, and join purchasing implications within such environments are related to food distribution systems. Other online business-to-consumer (B2C) and consumer-to-business (C2B) policy concerns are also raised.

Innovation in Food Products: First-mover Strategy and Entropy Metrics AgEcon
Sporleder, Thomas L.; Hooker, Neal H.; Shanahan, Christopher J.; Broring, Stefanie.
The objective of this research is to investigate food product innovation in the context of the first-mover strategy among food manufacturers within agrifood supply chains. The emphasis of the analysis is on developing a useful metric for tracking new product development in the context of first-mover strategy. Entropy is introduced as a novel and useful means of examining first-mover strategy and new product development (NPD) in general. Understanding the complexities of the first-mover strategy and tracking NPD with entropy metrics holds promise for enhancing the analysis of agrifood supply chains and assisting firms in deciphering broad strategies of their rivals.

INTERDISCIPLINARY APPROACHES TO FOOD SAFETY RESEARCH: OPPORTUNITIES FOR PARTNERSHIP AgEcon
Hooker, Neal H.; Murano, Elsa A..
Material from two interdisciplinary research projects, conducted by the Center for Food Safety at Texas A&M University (one completed, one ongoing), is presented. These international projects respectively assess the comparative costs of adopting various pathogen reduction strategies in beef slaughter plants in Australia and the food safety risks (and recommended strategies to alleviate any risks) in cantaloupe and cabbage production and packing in Texas and Mexico. The economic component of each project is introduced, along with findings (for the completed project) and methodologies to be adopted (for the ongoing project). The vital role of stakeholders in conducting this research is stressed to provide lessons for similar partnerships in the future.

CONSUMER UNDERSTANDING AND USE OF HEALTH INFORMATION ON PRODUCT LABELS: MARKETING IMPLICATIONS FOR FUNCTIONAL FOOD AgEcon
Teratanavat, Ratapol P.; Hooker, Neal H.; Haugtvedt, Curtis P.; Rucker, Derek D..
In recent years, the numbers of functional foods being developed and subjected to scientific evaluation have increased substantially. The main characteristic of functional foods that distinguishes them from conventional foods is the potential health benefit, which can be considered to be a credence attribute of product quality. Because this characteristic cannot be easily assessed even after consumption, an asymmetric information environment for health benefits has emerged where producers have more information than consumers. Thus the government intervenes by regulating the provision of health information on product labels in order to avoid potential market failures. The Food and Drug Administration (FDA) recently amended the way health claims on labels of...

TRACKING THE EVOLUTION OF E-GROCERS: A QUANTITATIVE ASSESSMENT AgEcon
Lim, Heejin; Heilig, Julia K.; Ernst, Stanley C.; Widdows, Richard; Hooker, Neal H..
Forecasts of the proportion of food retailing likely to be conducted over the Internet remain small, perhaps only contributing 2 percent of sales. One reason for this low market share is the challenge E-Grocers face in developing strategies which respond to four key areas of interest to consumers: signals of firm quality; signals of product quality; the range of products offered; and service, or customer-relationship management (CRM). Careful attention to these consumer concerns is important in all retail relationships–-online or offline. This paper compares indicators of these factors across U.S. E-Grocers. A quantitative four-period ranking of online food-retailing strategies is presented for the nascent industry. Data from the third and fourth quarters...

THE IMPACT OF HACCP ON COSTS AND PRODUCT EXIT AgEcon
Hooker, Neal H.; Nayga, Rodolfo M., Jr.; Siebert, John W..
Detailed information on firm level food safety costs is reported. Survey data for small and very small meat processors are modeled. Economies of scale in implementing Hazard Analysis Critical Control Point (HACCP) systems are investigated. Results indicate that even after controlling for scale, ver small plants incur higher compliance costs. Diseconomies of scope are assessed using the probability and number of products discontinued due to HACCP. Such "partial exit" is positively related to the current range of items produced and the need for facility modification. However, no evidence is found for higher levels of partial exit in very small plants.
