Few institutions puzzle outsiders as much as the modern university. Even insiders may not grasp the primal essence of its life and behavior. The sheer size and diversity of many universities defeats orderly consideration. We adopt crude simplifications or, worse, numbing obfuscation. This is entirely unnecessary. The core of university life can be illuminated clearly through the prism of a rich and beguiling metaphor. This metaphor requires only that we see today's university as a thinly disguised feudal society such as existed in Europe during the 11th or 12th century A.D. In this medieval context, many otherwise baffling modern mysteries in academe become transparent. |

This paper contains short-run estimates of the impact of beef imports from Australia and elsewhere on U.S. retail meat prices. The U.S. beef demand is separated into two categories, table cuts and processed items. Estimates of direct and cross price elasticities of demand for these products are used together with elasticity estimates for other meats and other foods to assess the effect of imports on prices and upon various portions of the Consumer Price Index. |

The objectives of this paper are two-fold. The first is to discuss the basic economics of an aggregate industry income stabilization policy for primary producers. The second is to examine post-World War II income instability in Australian wool, wheat, and beef and to apportion it into its price and output components. This analysis provides a basis for discussing income stabilization in the Australian context. |

In-kind price subsidies are a new and important feature of U.S. agricultural policy. Yet the market effects of such subsidies have not been widely discussed in the professional literature even through they differ importantly from similar cash subsidies. This paper examines in-kind subsidies with simple, static demand and supply functions. In-kind price subsidies push down prices to favored buyers and increase total sales relative to no subsidy or to an equivalent cash subsidy. Inventory holdings by the subsidizing authority are diminished. However, the effects of an in-kind subsidy upon prices received by sellers and commercial sales volume (net of stock disposals) are problematic, depending upon the price elasticity of demand in the subsidized market. This paper looks at three related, controversial, and very current topics in the agricultural trade policy of the United States -- trade wars, export subsidies, and international grain markets. The possible head-on collision of the United States and the Community over these three matters provides us with a rare opportunity to examine the economic aspects of these issues as they actually unfold. My goal in the pages that follow is to illuminate some basic economics of these highly political issues in a non-technical but sensible way. |
