In all New EU Member States (NMS) and Candidate Countries (CCs) there is a lack of support measures for organic farming, other than area pay-ments, and there is no coherent policy for organic farming in general. The most significant problem areas are the general policy environment, underde-veloped marketing and processing, an almost total lack of information measures, insufficient and inap-propriate organic production capacity, and a lack of training and advisory services. The latest EU regula-tion on support for rural development provides a framework for a variety of measures to assist the development of organic farming and is therefore an important instrument for policy-makers, together with national action plans for organic farming. The yearbook brings summary of situation on field of organic farming, production, sale, distribution, consumption, promotion, education and research in the Czech Republic. The total acreage of organically farmed land at 31. 12. 2009 had increased to 398,407 ha, which represents 9,38 % of total agricultural land in CZ. Acreage under conversion had reached 26 % (i.e. 103,964 ha). This means the biggest yearly increase in the whole history of OF development (i.e. an increase of 56,775 ha). |

The total organic area in the eight examined Central and Eastern European countries (CEECs) increased to 907,900 ha and represented 2.73% of the utilised agricultural area (UAA) in 2005. This corresponds to an annual growth rate of 23.13%. However, the area of fodder crops represented over 65% of this increase. Estonia and the Czech Republic have the highest share (over 7%) in total organic area of UAA. At the same time these countries have seen a steady decrease of in-conversion area, which limits the potential for further growth. The paper analyzes the development and the prospects of organic farming in the Czech Republic with particular emphasis on organic beef farming. Background information on organic farming in the Czech Republic regarding the structure of land use, legislation and support payments as well as a short description of the market for organic beef are provided. An analysis of the economic performance and of the impact of payments on the economic situation of organic beef farms follows. This report is part of the research project “Further development of Organic Farming Policy in Europe, with Particular Emphasis on EU Enlargement” conducted with financial support from the Commission of the European Communities. It documents the development of organic farming and its policy and regulatory environment in ten selected CEE states between 1997 and 2003. The countries included in the research are the Czech Republic (CZ), Estonia (EE), Hungary (HU), Poland (PL), Slovenia (SI), Latvia (LV), Lithuania (LT), Slovakia (SK), Bulgaria (BG) and Romania (RO). Countries were divided into two groups: the first group (CZ, EE, HU, PL and SI) was studied in more detail; a simplified questionnaire was used for the second (LV, LT, SK, BG and RO). |
