Empirical analysis of agricultural trade between EU and China: Explanation behind China's growing agrifood imports AgEcon
Huan-Niemi, Ellen; Niemi, Jyrki S..
This study attempts to identify and measure quantitatively the effects of changing economic environment and trade policies on China’s agricultural imports from the EU as well as globally. The approach is to model behavioural relationships in the agricultural trade between China and the EU by using annual trade data from 1986 to 2005. The results indicate that Chinese agricultural imports are relatively inelastic to absolute price changes, but relative price changes significantly affect the market shares of EU exports due to price competition. Trade liberalisation in the form of tariff reductions is trivial in changing the quantity of China’s agricultural imports from the EU. China’s growing agrifood imports has been fuelled by rapid income growth of its...

The Impact of Preferential, Regional and Multilateral Trade Agreements: A Case Study of the EU Sugar Regime AgEcon
Huan-Niemi, Ellen; Niemi, Jyrki S..
The EU is a major participant in the world sugar market, being one of the top producers, importers and exporters in the world. The reform of the EU sugar regime will affect not only the EU member states and candidates, but also countries that are associated with the EU through the preferential, regional and multilateral trade agreements. For several decades, the EU has supported and protected the EU sugar sector. Sugar from developing countries will not be able to enter the EU sugar market without preferential trade agreements. In the EU sugar regime, the unique features of the trade concessions are that sugar under preferential import quotas can enter the EU market duty-free and the price paid for sugar equals to the high EU price for sugar. This paper...

Expansion of Mercosur's Agricultural Exports to the EU: An Empirical Assessment of the Trade Flows AgEcon
Niemi, Jyrki S.; Huan-Niemi, Ellen; Ledebur, Oliver von; Salamon, Petra.
This paper provides new evidence on income and price elasticities of demand for agricultural exports from Mercosur countries to the EU. Econometric models are constructed for eight agricultural commodities - beef, cocoa, coffee, orange juice, poultry, sugar, soya and wheat - exported from Mercosur to the EU. A modelling approach based on the error correction mechanism is used in order to emphasise the importance of the dynamics of trade functions. The results indicate that there is a relatively weak demand response to income and price changes in the EU. However, the results also suggest that relative-price variations affect significantly the demand for Mercosur commodity exports, implying that the exporter's market share is influenced by price...

Reform in the EU Sugar Regime: Impact on the Global Sugar Markets AgEcon
Huan-Niemi, Ellen; Kerkela, Leena.
The ongoing trade negotiations, unilateral trade concessions and obligations under the WTO are pushing the EU sugar regime to undertake reforms. These reforms will alter the positions of developing countries in the global sugar markets. A complete unilateral liberalisation of the EU sugar sector is simulated to depict the winners and losers in the global sugar markets if no preferences are governing the imports of sugar into the EU. The supply responses, which strongly affect the outcomes, are dependent on both the nature of substitution for sugar as well as on the efficiency of sugar production in different countries. The multiregion general equilibrium framework (GTAP) is used for this analysis. The results show that the total liberalisation of sugar...

The Effects of China's Tariff Reductions on EU Agricultural Exports AgEcon
Niemi, Jyrki S.; Huan-Niemi, Ellen.
China's accession to the WTO means significant increases in export opportunities for China's trading partners. This study attempts to identify and measure quantitatively the effects of changing economic environment and trade policies on China's agricultural imports from the European Union (EU). The approach is to estimate demand functions for China's agri-food imports from the EU using semi-annual data from 1980 to 2000. The demand functions are used to measure the impacts of relative-price and trade policy changes on EU agricultural exports to China. The results suggest that in China, there is a relatively strong demand response for agrifood imports to changes in income and prices. Furthermore, the results indicate that relative-price variations affect...

China’s growing food imports from the EU AgEcon
Huan-Niemi, Ellen; Niemi, Jyrki S..
This paper examined China’s agricultural imports in regard to income growth, import price changes, and tariff reductions due to China’s trade liberalisation. More specifically, it attempted to model behavioural relationships in the agricultural trade between China and the EU by using annual trade data from 1986 to 2005. Econometric models were constructed for six agricultural products exported from the EU to China – frozen pigmeat, frozen fish, whey, barley, beer, and wine. The results indicated that China’s agricultural imports on a product basis are insensitive to absolute price changes. Therefore, the examination of the price elasticities confirmed the expectation that demand for Chinese agricultural imports is relatively inelastic to absolute price...

Sensitive Agricultural Products in the EU under the Doha Round AgEcon
Huan-Niemi, Ellen.
EU agricultural products are examined by tariff lines at eight digit level to reveal the sensitive agricultural products in the EU after further tariff reductions in the Doha Round. These products are butter, skim milk powder, beef meat, poultry meat, pig meat, white sugar, wheat, barley, and maize. A spreadsheet model is used as an analysis tool to complement the various modelling approaches in identifying the sensitive agricultural products of the EU. The spreadsheet projection model is a simple forecasting model that uses a set of projection values from other models to predict possible outcomes. The sensitivity of EU agricultural products is analysed by using various exchange rates (USD 0.90 to 1.50 per Euro), different tariff reduction formulas...

The Next WTO Round on Agriculture and EU Enlargement: Pressures on the EU Dairy Sector AgEcon
Huan-Niemi, Ellen; Niemi, Jyrki S..
The EU dairy sector will be one of the most sensitive sectors to be affected by the outcome of the on-going negotiations for the new WTO round for agriculture. Nevertheless, if the Next WTO Round is going to be along the same lines as the Uruguay Round, the EU may be able to stay within the WTO commitments for export subsidy in the dairy sector without further reforms in the Common Agricultural Policy. Certainly, some minor reforms are needed to relieve the binding commitments for cheese and other milk products. The upcoming reform in the dairy sector under Agenda 2000 starting from year 2005 may help in reforming the dairy sector for the new round. In contrast, a steeper reduction in the export subsidy commitments compared to the Uruguay Round may cause...

EU-China Agricultural Trade in Relation to China's WTO Membership AgEcon

Implications of Trade Liberalization and Domestic Reforms on EU Agricultural Markets AgEcon
Huan-Niemi, Ellen; Kerkela, Leena; Lehtonen, Heikki; Niemi, Jyrki S..
The objective of this paper is to explore the overall effects of further trade liberalization and the implemented CAP reforms on EU agricultural production, imports and exports within different EU regions by using the Global Trade Analysis Project (GTAP) model. The GTAP model is used to compare a lower tariff reduction formula (EU Proposal) with a higher reduction formula (US Proposal) in order to show how sensitive the examined agricultural commodity/sector is to the different tariff reduction formulae. This analysis reveals that EU imports would escalate and EU exports would plummet with declining EU production because of trade liberalization and domestic policy reforms in the EU agricultural markets and sectors.
