This study attempts to identify and measure quantitatively the effects of changing economic environment and trade policies on China’s agricultural imports from the EU as well as globally. The approach is to model behavioural relationships in the agricultural trade between China and the EU by using annual trade data from 1986 to 2005. The results indicate that Chinese agricultural imports are relatively inelastic to absolute price changes, but relative price changes significantly affect the market shares of EU exports due to price competition. The EU is a major participant in the world sugar market, being one of the top producers, importers and exporters in the world. The reform of the EU sugar regime will affect not only the EU member states and candidates, but also countries that are associated with the EU through the preferential, regional and multilateral trade agreements. For several decades, the EU has supported and protected the EU sugar sector. Sugar from developing countries will not be able to enter the EU sugar market without preferential trade agreements. This paper provides new evidence on income and price elasticities of demand for agricultural exports from Mercosur countries to the EU. Econometric models are constructed for eight agricultural commodities - beef, cocoa, coffee, orange juice, poultry, sugar, soya and wheat - exported from Mercosur to the EU. A modelling approach based on the error correction mechanism is used in order to emphasise the importance of the dynamics of trade functions. The results indicate that there is a relatively weak demand response to income and price changes in the EU. China's accession to the WTO means significant increases in export opportunities for China's trading partners. This study attempts to identify and measure quantitatively the effects of changing economic environment and trade policies on China's agricultural imports from the European Union (EU). The approach is to estimate demand functions for China's agri-food imports from the EU using semi-annual data from 1980 to 2000. The demand functions are used to measure the impacts of relative-price and trade policy changes on EU agricultural exports to China. This paper examined China’s agricultural imports in regard to income growth, import price changes, and tariff reductions due to China’s trade liberalisation. More specifically, it attempted to model behavioural relationships in the agricultural trade between China and the EU by using annual trade data from 1986 to 2005. EU agricultural products are examined by tariff lines at eight digit level to reveal the sensitive agricultural products in the EU after further tariff reductions in the Doha Round. These products are butter, skim milk powder, beef meat, poultry meat, pig meat, white sugar, wheat, barley, and maize. A spreadsheet model is used as an analysis tool to complement the various modelling approaches in identifying the sensitive agricultural products of the EU. The EU dairy sector will be one of the most sensitive sectors to be affected by the outcome of the on-going negotiations for the new WTO round for agriculture. Nevertheless, if the Next WTO Round is going to be along the same lines as the Uruguay Round, the EU may be able to stay within the WTO commitments for export subsidy in the dairy sector without further reforms in the Common Agricultural Policy. Certainly, some minor reforms are needed to relieve the binding commitments for cheese and other milk products.
