ISSUES IN MODELING BIOTERRORISM IN THE AGRIFOOD SECTOR AgEcon
Huff, Karen; Meilke, Karl D.; Turvey, Calum G..
When considering the possibility of a bioterrorist attack on the United States food system it is generally agreed that U.S. agriculture is vulnerable to such an attack. In addition to the importance of being able to predict the likelihood of such an event and thereby attempt to prevent it, it is equally important to address the health and economic implications of an actual occurrence of a bioterrorist attack to provide insight into the potential costs resulting from such an unfortunate incident. Given the scarcity of funds to spend on prevention an understanding of the economic costs is important information for policy makers faced with the difficult decision of where to allocate such spending. The objective of this study is to examine the economy-wide...

DECOMPOSING WELFARE CHANGES IN THE GTAP MODEL AgEcon
Hertel, Thomas W.; Huff, Karen.
This paper develops a complete decomposition of the change in global welfare in the GTAP model. In particular, this money metric change is broken down into component parts, each of which relates to a quantity change interacting with a distortion in the model. This enables the user to assess, for example, how much of the gains from trade reform are attributable to a given commodity and/or a given region. The commodity and region specific changes in allocative efficiency can be further decomposed by transaction/tax instrument. We find that this greatly facilitates the presentation and analysis of results from GTAP. We motivate the derivation of this decomposition with the case of a one region, three commodity, analogue to the GTAP model. This permits us to...

Modeling Bioterrorism in the Livestock Sectors of NAFTA Members AgEcon
Huff, Karen; Meilke, Karl D.; Turvey, Calum G.; Cranfield, John A.L..
Until two years ago, most citizens of Canada, the United States and Mexico experienced terrorism as a distant reality viewed from the safety of their living rooms. Today, North Americans encounter constant reminders of the aggravation and economic costs imposed on them by the now real threat of terrorism. The United States, the most obvious target for new terrorist activity, has responded by tightening its border security with all countries including its NAFTA partners.(2) Canada and Mexico joined the NAFTA to obtain preferred and more secure access to the United States market. The increased threat of terrorist activity in North America raises three crucial questions for NAFTA members. First, how real is a bioterrorism threat? Second, how can the United...

DEMAND SYSTEM CHOICE BASED ON TESTING THE ENGEL CURVE SPECIFICATION AgEcon
Soregaroli, Claudio; Huff, Karen; Meilke, Karl D..
It is common to use a demand systems approach in estimating the key parameters from household consumption data. In conducting these studies the researcher is faced with selecting a functional form. In turn, each functional form implies a particular shape for the Engel curves. This analysis highlights the importance of testing the shape of Engel curves, especially if the researcher is interested in elasticity estimates well away from the sample mean. Using consumption data for selected households in Italy it is shown that many popular functional forms are rejected by the data.

CONTRIBUTING INPUT-OUTPUT TABLES TO THE GTAP DATA BASE AgEcon
Huff, Karen; McDougall, Robert; Walmsley, Terrie L..
This document is written for those who wish to contribute to the GTAP data base, whether by providing an input-output table for a country not separately represented in the data base, or by updating the table for a region that is already represented. It provides specifications and advice on the structure of the table, sectoral classification, treatment of imports, and other key points. It also describes what we at the Center for Global Trade Analysis do once we receive your table. This version has been revised for use by contributors to release 5 of the GTAP data base. In particular, all concordances are to the revised GTAP sectoral classification developed for release 5.
