In the present study, CDM host countries are classified according to their attractiveness for CDM non-sink projects. A cluster analysis is conducted based on three different factors determining host country attractiveness (mitigation potential, institutional CDM capacity and general investment climate) in order to elaborate a CDM host country classification. The results suggest that only a small proportion of potential host countries will attract most of the CDM investment. The CDM (non-sink) stars are China, India, Brazil, Argentina, Mexico, South Africa, Indonesia and Thailand. As GHG emissions did not decline as anticipated early of the 1990ties Carbon Capture and Storage (CCS) recently gained more and more attention as a climate change mitigation option. However, CO2 suppressed in geological reservoirs is likely to lead to future releases of the CO2 stored. This "non-permanence" must be considered if an environmentally sound policy is desired. Prior to CoP 10, our discussion paper "On the Integration of Carbon Capture and Storage into the International Climate Regime" argued that carbon capture and storage (CCS) was similar to carbon sequestration in the area of Land Use, Land-Use Change and Forestry (LULUCF). This was criticized by several readers who observed that treating CCS as a removal activity (sink) would not be compatible with the UNFCCC sink definition, what we already had mentioned in the paper. The present paper is based on the UNFCCC definition and analyses how CCS could be integrated into the climate regime. The details on rules and modalities for the inclusion of forestry projects in the Clean Development Mechanism (CDM) are one of the last non resolved implementation issues of the Kyoto Protocol. We examine in detail the implications of different policy decisions concerning the inclusion of CDM forestry sink enhancement projects in the first commitment period of the climate regime (2008-2012). Our analysis is based on the development of marginal forestry cost curves which are implemented into the carbon market model CERT. The issue of terrestrial carbon sinks, officially labelled as Land use, Land-use change and Forestry (LULUCF) has been one of the most contentious and difficult issues in the international climate change negotiations. This study analyses the negotiation process on sinks from the third Conference of the Parties (COP 3) to COP 7 by using a multinomial logit model to identify factors influencing the negotiating positions on LULUCF of 166 Parties to the United Nations Framework Convention on Climate Change (UNFCCC). The results show that the importance of the forestry sector of a country does not seem to have affected the negotiation positions on LULUCF.
