Rural Economic Development: What Makes Rural Communities Grow? AgEcon

Factors related to local and regional economic growth are attractiveness to retirees, right-to-work laws, excellent high school completion rates, good public education expenditures, and access to transportation networks. These were associated with improved county earnings in 1979-89, according to a multiple regression analysis of rural counties. Factors associated with poor earnings growth included higher wage levels, concentrations of transfer-payment recipiency, and concentrations of small independent businesses in the goods-producing sector.

From 2000 to 2005, the nonmetro population in the United States grew by 2.2 percent. International migration supplied nearly a third of the growth in nonmetro areas, and accounted for all nonmetro population growth in the Midwest. Growth was concentrated in nonmetro counties adjacent to metro areas. (Data on nonmetro areas are used in this report to describe rural and small-town America. The definitions of metro and nonmetro areas are discussed in the section on data sources at the end of this report.) The nonmetro population is aging, like the U.S. population as a whole, with implications for health care, housing, and transportation. Update of an annual series, the 2009 edition of Rural America At A Glance deals with effects of the major recession on rural America. Initially, effects of the recession were mitigated in nonmetro areas by high commodity prices throughout much of 2008, but as the recession deepened, prices fell. Both nonmetro and metro areas experienced rising unemployment as manufacturing and other major employment sectors contracted, and they were similarly affected by the mortgage foreclosure crisis. However, even before the current recession, nonmetro poverty rates had risen in the growth years after the 2001 recession, against the usual trend during a time of economic expansion; the nonmetro poverty rate has exceeded the national poverty rate since 2001. Low Skill Employment and the Changing Economy of Rural America AgEcon

This study reports trends in rural low-skill employment in the 1990s and their impact on the rural workforce. The share of rural jobs classified as low-skill fell by 2.2 percentage points between 1990 and 2000, twice the decline of the urban low-skill employment share, but much less than the decline of the 1980s. Employment shifts from low-skill to skilled occupations within industries, rather than changes in industry mix, explain virtually all of the decline in the rural low-skill employment share. The share decline was particularly large for rural Black women, many of whom moved out of low-skill blue-collar work into service occupations, while the share of rural Hispanics who held low-skill jobs increased.
