The paper describes the development and policy environment of organic farming in the European Union, where organic farming has grown rapidly due to a variety of factors. Policy measures concerning area-based financial support for conversion to and continuation of organic farming, officially-recognized standards and support for market and regional development, advice and research are considered. This indicates that individual measures can also work against each other. In some countries, good experiences have been made with integrated action plans, an approach that is also being discussed at the European level and which could achieve a good basis for the development of organic farming in future.

IMPACT OF THE WTO LIBERALISATION ON ORGANIC FARMING IN SWITZERLAND AgEcon

This paper outlines the potential impact of current WTO trade talks on land use, livestock husbandry and financial performance of organic and nonorganic farms in Switzerland. The results of the analysis conducted suggest that organic farms would respond to a potential WTO trade agreement in a similar way than nonorganic farms. Due to falling commodity prices, it is expected that revenues from agricultural production will decrease and cause a significant reduction in agricultural incomes. The results indicate that, on average, organic farms are less severely affected by the WTO liberalisation than nonorganic farms. Cost-Effectiveness Evaluation of Swiss Agri-Environmental Measures on Sector Level AgEcon

This paper focuses on non-linear programming models and their suitability for ex-ante evaluations of agri-environmental policies on sector level. An approach is presented to compare organic farming payments as a multi-objective policy, with other, more targeted agri-environmental policies in Switzerland. The Swiss version of the comparative static sector-consistent farm group model FARMIS is able to group the sector’s farms into organic and non-organic farms and optimise them separately. The development of organic agriculture in Europe is mainly driven by consumer demand for organic products and policy support through area payments and standard setting through regulations. The policy challenge therefore is to achieve a balanced policy mix recognising governmental policy support on the one side and the market mechanisms for yielding premium prices. Action Plans are suitable policy instruments to address and integrate different and sometimes conflicting policy measures.
