Effects of the WTO and Free Trade Agreements on Japonica Rice Markets AgEcon
Lee, Hyunok; Sumner, Daniel A..
Three trade policy changes underway and on the horizon have the prospect to alter global markets for japonica rice. This paper considers likely global market effects of expansion of access into the market in Japan and Korea, and reduced subsidy for japonica rice (among other crops) in the United States. We consider these policy changes in the context of a proposed Doha Development Agenda WTO agreement and one potential outcome of the proposed Free Trade Agreement between Korea and the United States (KUS-FTA). We use an equilibrium displacement model to ask how market prices, quantities and other aggregates change as a result of policy changes. The global model includes six aggregates in the world market, China, Korea, Japan, the United States, other...

Productivity improvement in Korean rice farming: parametric and non-parametric analysis AgEcon
Kwon, Oh Sang; Lee, Hyunok.
The published empirical literature on frontier production functions is dominated by two broadly defined estimation approaches – parametric and non‐parametric. Using panel data on Korean rice production, parametric and non‐parametric production frontiers are estimated and compared with estimated productivity. The non‐parametric approach employs two alternative measures based on the Malmquist index and the Luenberger indicator, while the parametric approach is closely related to the time‐variant efficiency model. Productivity measures differ considerably between these approaches. It is discovered that measures of efficiency change are more sensitive to the choice of the model than are measures of technical change. Both approaches reveal that the main sources...

HETEROGENEITY IN PRODUCTION TECHNOLOGY ACROSS FARM SIZES: ANALYSIS OF MULTI-OUTPUT PRODUCTION FUNCTION USING KOREAN FARM-LEVEL PANEL DATA AgEcon
Kang, Hye-Jung; Lee, Hyunok; Sumner, Daniel A..
This paper analyzes the rice production technology in Korea in the context of multi-output framework. The estimation uses a set of national farm-level panel data within the primal approach. The particular focus of the study is to analyze the existence of heterogeneous technologies for different farm sizes, and the possibility of output substitution. Unlike many previous studies, we employ a farm-specific fixed effects model, which accounts for the effects of individual specific characteristics or constraints on production. Our results suggest that considerable differences in technology exist across various farm sizes. Interestingly, input substitution and output substitution possibilities are more limited for smaller farms. However, in general, output...

The Prospective Free Trade Agreement with Korea: Background, Analysis, and Perspectives for California Agriculture AgEcon
Lee, Hyunok; Sumner, Daniel A..
After several years of informal and formal negotiations, South Korea and the United States reached an agreement to move towards free trade in April 2007. Currently, both countries await congressional approval before the agreement can be implemented. This study explains the substance of the agricultural parts of the agreement and considers its agricultural implications. The study finds that the Korea-United States Free Trade Agreement has the potential to be a significant demand driver for many sectors within California agriculture. Despite its high import tariffs, tight import quota quantities and restrictive sanitary and phytosanitary regulations, South Korea has become a major agricultural importer from California. South Korea is an important export...
