Marine ecosystems evolve under many interconnected and area-specific pressures. To fulfil society's intensifying and diversifying needs while ensuring ecologically sustainable development, more effective marine spatial planning and broader-scope management of marine resources is necessary. Evidence of package trading in a mature multi-species ITQ market ArchiMer

In multi-species fisheries managed under ITQs, the existence of joint production may lead to complex catch-quota balancing issues. Previous modelling and experimental research suggest that, in such fisheries, some fishers may benefit from the ability to trade packages of fishing quotas, rather than fulfil their quota needs by simultaneously bidding on separate single-species quota markets. This note presents evidence of naturally occurring package trades in a real fishery. Based on this evidence, we suggest that further empirical and modelling research is required on the potential and limitations of package quota trading in mixed fisheries managed with ITQs.

Management strategy evaluation (MSE) is an analytical process used to evaluate alternative strategies for the management of renewable resource systems against explicitly stated objectives using a dynamic simulation framework. An economic survey of the commercial operators currently active in the Queensland Coral Reef Fin-Fish Fishery has been carried out, as part of a research project aimed at evaluating alternative management options for this fishery. This paper presents the background analysis used as a basis to develop the sampling design for this survey. The background analysis focuses on activity patterns of the fleet based on effort and catch information, as well as patterns of quota ownership. Adaptive behaviour of fishers to external perturbations: simulation of the Tasmanian rock lobster fishery ArchiMer

The rock lobster, Jasus edwardsii, lies on a global “hotspot” for climate change in the southeastern Australian state of Tasmania. The short-term effects of climate change are predicted to lead to an increasing exploitable biomass in the south and declining biomass in the north of the state. The future of the fishery is highly uncertain due to climate change, but also due to insecurities linked to the market conditions. The market for Tasmanian rock lobster is driven by the demand of a single market, China, which absorbs 75 % of the catch. Quota allocation in mixed fisheries: a bioeconomic modelling approach applied to the Channel flatfish fisheries ArchiMer

A simulation modelling approach is used to assess the respective performances of different regimes of quota allocation (fixed or transferable), quota ownership (owned or not by fishers), and taxation for catching fish above quota. The simulations account for a variety of fleet behaviours (ranging from fixed by tradition to dynamic economics-driven). The modelling framework is applied to the Channel flatfish mixed fisheries. Transferable quota allocation regimes would particularly benefit small netters and beam trawlers, which would achieve a profit of (sic)50-150 million without compromising the conservation of eastern Channel sole, but it could impair the sustainability of other stocks. A retrospective analysis of the effects of adopting individual transferable quotas in the Tasmanian red rock lobster, Jasus edwardsii, fishery ArchiMer

Individual transferable quotas (ITQ) were implemented in the Tasmanian red rock lobster fishery in 1998 and ten years later we assessed the impacts on the fishery. Particular attention was devoted to investigating the performances of the fishery with regard to three features identified as major impacts in the literature: rationalization of the fishing fleet, change in fishing strategy in order to maximise the fisher's profit and concentration of fishing rights and activity. On average, the fishery reacted as expected and reached its objective in terms of reconstruction of the biomass, but the overall assessment in terms of resulting profitability is not very conclusive. Fisheries management must address multiple, often conflicting objectives in a highly uncertain context. In particular, while the bio-economic performance of trawl fisheries is subject to high levels of biological and economic uncertainty, the impact of trawling on broader biodiversity is also a major concern for their management.
