PLANT PESTICIDE ECONOMICS WITH SPECIAL REFERENCE TO COTTON INSECTICIDES AgEcon
Longworth, John W.; Rudd, Don.
The energy crisis and the current world food situation have both drawn attention to the importance of off-farm inputs in high-technology agricultural systems. Plant pesticides are one of the most important of these off-farm inputs. The correct use of chemical pesticides requires a high level of managerial competence since the issues involved are extremely complex. The development of an integrated approach to the management of plant pests offers an alternative to the increasingly expensive chemical control techniques. Cotton production illustrates both the complexities of the management involved in plant pest control and the feasibility of developing integrated control strategies. Plant pesticides, especially insecticides, also create externalities. The...

INTER-GENERATIONAL TRANSFERS IN THE RURAL SECTOR: A REVIEW OF SOME PROBLEMS AgEcon
Longworth, John W..
Three kinds of inter-generational transfer are discussed. Despite the obvious advantages of partnerships and other forms of income splitting from the income tax viewpoint, about half of the primary producers in Australia continue to operate their businesses as sole traders. Some of the problems which arise with partnerships, trusts and companies in this regard are considered. The transfer of the ownership of the assets in addition to the ownership of the income stream they generate, is then considered in detail. The taxation of this transfer by means of gift and death duties raises many questions in relation to economic equity and efficiency. The third type of inter-generational transfer discussed in this paper is the transfer of the managerial role....

Does Muscle Matter? An Economic Evaluation of Live Cattle Characteristics AgEcon
Williams, Christine H.; Rolfe, John; Longworth, John W..
The Queensland Livestock Market Reporting Service (QLMRS) was established in 1980 by the livestock and Meat Authority of Queensland. Weekly reports on the major live cattle auctions in Queensland indicate the prices of different types of cattle, categorised by their age, sex, weight, fat score and type of feed. Previous research has suggested that differences in these characteristics account for only some of the price variation observed at cattle auctions. This paper investigates other characteristics not included in the QLMRS market reports which may be important in determining the price of cattle. Data on the standard QLMRS characteristics and on other potentially important characteristics have been collected by the authors for a large number of lots of...

Improving the Economic Decision-Making Capability and Viability of Chinese Wool Textile Mills AgEcon
Brown, Colin G.; Waldron, Scott A.; Longworth, John W.; Zhao, Y..
The successful restructuring of Chinese industries is of immense importance not only for the continued development of China but also to the stability of the world economy. The transformation of the Chinese wool textile industry illustrates well the many problems and pressures currently facing most Chinese industries. The Chinese wool textile industry has undergone major upheaval and restructuring in its drive to modernize and take advantage of developments in world textile markets. Macro level ownership and administrative reforms are well advanced as is the uptake of new technology and equipment. However, the changing market and institutional environment also demands an increasing level of sophistication in mill management decisions including product...

Activity Analysis: Bridging the Gap between Production Economics Theory and Practical Farm Management Procedures AgEcon
Longworth, John W.; Menz, Kenneth M..
This paper is addressed to the traditional problem of demonstrating the relevance of production theory to management-oriented people. Activity analysis, it is argued, is the most appropriate pedagogic framework within which to commence either a production economics or a farm management course. Production economics theory has not been widely accepted as a useful method for the analysis of practical management problems. The theory has been traditionally presented in terms of continuous functions which assume away the question of technical efficiency. Activity analysis, in its general form, is a more comprehensive approach to the theory of production than the conventional neo-classical production function approach since activity analysis explicitly...

The C.P.I.: A Simple Explanation and Some Words of Warning AgEcon
Longworth, John W.; Bos, Ted.
Indexation of wages, pensions and tax scales to allow for inflation requires a reliable measure of the rate of inflation. In Australia the Consumer Price Index (C.P.I.) has been the basis of all official indexation. This paper examines both theoretical and practical problems involved in constructing a C.P.I. and the Australian C.P.I. in particular. Alternative indices of the rate of inflation such as a Wholesale Price Index and an Implicit Price Deflator, are also discussed.

Feeder-Calf Price-Support Policies in Japan AgEcon
Longworth, John W..
In the long-term the Japanese Government aims to maintain 80 per cent self-sufficiency in beef. Price support programs for feeder-calves are major domestic policy measures designed to encourage domestic beef production in Japan. These price support programs were greatly strengthened during 1977. This paper describes the latest arrangements in detail and reviews the past operation of these programs. The historical background to the feeder-calf price-support policies is also outlined. The link between feeder-calf prices and beef import policies in Japan was clearly demonstrated in 1974. Therefore, the new provisions for guaranteeing the prices of feeder-calves are important in assessing future Japanese beef impart policy. Furthermore, the recent financial...

The Integration of Rural Households into Ruminant Livestock Industries in China AgEcon
Waldron, Scott A.; Brown, Colin G.; Longworth, John W..
A major determinant of rural development in China is the way by which rural households integrate with rural industries. Three forms of integration – market integration, vertical integration and integration through local groups – are investigated. Policy measures that may facilitate household integration, household specialisation and market segmentation are identified. Findings for the ruminant livestock sector are widely applicable to other agricultural industries in China.

China’s Agricultural Modernisation Program: an assessment of its sustainability and impacts in the case of the high-value beef chain AgEcon
Waldron, Scott A.; Brown, Colin G.; Longworth, John W..
China has embarked on a major program to modernise agricultural and agribusiness structures with far reaching implications for rural development, international competitiveness / trade and food safety. There are, however, few studies that examine in detail how the modernisation program has proceeded, its’ sustainability and impacts. This paper aims to provide such as assessment through a series of integrated budget analyses of participants in the modern, high value beef chain. The paper concludes that rather than attempting to skip development phases by fast-tracking the development of modern structures in high-value agrifood chains, China should pursue a more incremental and facilitative approach based around developing structures in mid-value agrifood...

Economies of Size in Wheat Production AgEcon
Longworth, John W.; McLeland, W.J..
This paper investigates the relationship between the cost of producing wheat and the size of the wheat enterprise on farms in the Boolooroo Shire of New South Wales. The impact of seasonal variation and new technology on the cost/size relationship is also examined. The estimated longrun cost functions suggest that significant cost economies may be achieved as the area sown to wheat on a farm in the region concerned is increased to approximately 1,000 acres.

Supply Responses for Potatoes in Five New South Wales Shires AgEcon
Longworth, John W.; O'Loughlin, Edmond J..
Potatoes are grown in a number of different regions of New South Wales. This study examines the supply responses of producers in five major potato growing shires. Three models of price response are examined. The most successful of these, the general Nerlove adaptive expectations model, is extended to test, first, how important the number of growers is in determining the acreage planted in each of the shires and, second, whether growers tend to expand or contract acreage in response to good yields in the immediate past.

The Japanese Beef Market: Recent Developments and Future Policy Options AgEcon
Longworth, John W..
The relationship between beef price stabilization and beef import policies is examined. The formula developed to calculate the floor and ceiling prices for beef in Japan is explained. The current complicated administrative arrangements designed to control beef imports is outlined. Some of the major controversial aspects of present import and price policies for protecting the domestic beef industry are examined in some detail. The domestic marketing channels for beef in Japan are being substantially modernized. The development of the central and sub-central wholesale markets; the rationalization of meat slaughtering in producing areas; the development of the trade in part-cuts; and the development of transaction standards and grades for both beef carcasses...

Transforming Lives with Livestock-based Agribusiness AgEcon
Waldron, Scott A.; Brown, Colin G.; Longworth, John W..
This paper is concerned with improving the livelihoods of rural households in China — especially those involved in ruminant livestock production — in the context of market-oriented reform. Two broad categories of household are considered — diversified households and specialised households. Livelihoods are largely determined first, by the way the households interface with the industries or industry in which they are involved and secondly, by the development paths of these industries. Traditionally, the dominant Chinese approach to industry development is policy rather than market driven. Interventionist policies are introduced that target the construction of production bases with the aim of increasing physical output. At a later stage, attention turns to...

Biotechnology: Scientific Potential and Socioeconomic Implications for Agriculture AgEcon
Longworth, John W..
While genetic engineering has caught public attention, the associated advances in both cell fusion and tissue and cell culture hold more immediate promise for improving agricultural productivity. The potential of these biotechnologies for manipulating micro-organisms, improving plant production systems, improving animal and insect systems, and for industrial tissue culture, is briefly reviewed. The coming Biorevolution in agriculture will have much greater socio-economic impact than the Green Revolution. The distribution of these effects, both within and between countries, will be greatly influenced by private property rights. Biotechnology is not going to be a "quick fix" for the world food problem. Indeed, unless governments can meet the socio-economic...

STOCHASTIC-COMPUTERIZED-ACTIVITY-BUDGETING FOR SHEEP ENTERPRISES AgEcon
Mill, Stephen J.; Longworth, John W..
Queensland Department of Primary Industries and University of Queensland Stochastic-computerised-activity-budgeting (SCAB) facilitates and extends the traditional gross margins analysis for sheep activities. SCAB is one of the very few computerised management aids so far developed for Australian farm management situations. In the deterministic mode SCAB calculates gross margins based on point estimates of all the relevant parameters. In stochastic mode it generates a distribution of pay-offs (gross margins) based on the manager's subjective probability distribution for the relevant major uncertain paramaters. The variance of this distribution of pay-offs represents a measure of the risk associated with the activity given the manager's current knowledge and...
