Since the Single European Market (SEM) has been established, the free movement of goods has been facilitated not only by removing border formalities, but also by the technical harmonisation of national legislation in each member state. For the agri-food sector a particular concern is to guarantee the safety and integrity of products. In this respect, the European Commission has developed a stringent policy regarding food safety (sanitary and phytosanitary measures) and consumer information (quality measures). Strict regulation is therefore imposed for all agri-food products commercialised in the SEM, whether of European or third countries. Prevalence of key developments in trade of agro-food in the new member states of the European Union AgEcon

The ten new member states (NMS- 10) of the European Union (EU) have contributed to an enhancement in agro- food trade among cur rent EU- 25 members. Intra- industry trade (IIT) represents only minor part of NMS- 10 trade in agro- food products. Their trade in agro- food products is specialised to different countries in terms of economic distance, factor endowments and/or degree of competitiveness of their agro- food sectors. The borderless EU markets are likely to influence the increase of IIT with implications for the EU trade policy, since more than one- third of agro- food trade in the current EU- 25 members is represented by NMS- 10.

Trade Types in Slovenian Primary and Processed Agricultural Trade AgEcon

The significance of the processed food products in agricultural and food trade is increasing in Slovenia as well as in the other developed countries. The large share of agricultural and food trade is inter-industry trade. The significance of intra-industry trade (IIT) is increasing with the degree of processing. In particular, IIT is based on products differentiated in quality where low quality vertical IIT prevails. This kind of trade specialization and trade patterns, together with trade geography, imply some similarities in these trade developments with developing countries and countries with less competitive food processing rather than with more advanced European Union countries with the competitive food processing sector.

Technical Barriers to Trade in the European Union : Importance for the New EU Members. An Assessment for Agricultural and Food Products AgEcon

This paper aims to assess the role of non-tariff barriers (NTBs) for new member states (NMSs) exports in the agri-food sector, in the period just before the EU accession actually stepped into force. The assessment is based on a detailed sectoral gravity model, which was enhanced with inclusion of different categories of NTBs: sanitary and phytosanitary measures (SPS), quality measures and import certificates. While the first two categories have implications primarily on production costs, the last category relates to transaction costs. SPS and quality measures do not so much act as barriers to trade for NMSs agro-food exports in the period immediately before joining the single market (year 2003), and their diminishing role, confirmed by the use of gravity...
