Following a review of the sample design for the 1997/98 Zambia Post-Harvest Survey (PHS), described in the survey reports, summary results were tabulated from the survey data to examine the distribution of the households for the different domains of analysis such as farm size groups. Summary data were also examined for the different crops and animals. The purpose of this report is to document the findings and recommendations from this review. Specific recommendations are made on potential improvements to the sample design. This report also includes the results of the CENVAR analyses, and specifies the procedures for weighting the data and calculating the standard errors. The Central Statistical Office (CSO) has been conducting the Zambia Post-Harvest Survey (PHS) annually for about 15 years. This survey is one of the most important sources of data in Zambia for the annual production of crops and livestock, as well as socio-economic characteristics of agricultural households. The purpose of this report is to document the findings from this review of the PHS sampling, listing and estimation methodology and the proposed weight adjustment procedures, as well as to make recommendations for improving the methodology for the PHS and Crop Forecasting Survey (CFS) in the future. |

The Central Statistical Office (CSO) has been conducting the annual Zambia Post-Harvest Survey (PHS) for many years. The current sampling frame for this survey is based on the census supervisory areas (CSAs) and standard enumeration areas (SEAs) defined for the 1990 Zambia Census of Population and Housing. A new listing of households is conducted in the sample SEAs each year for selecting the sample households. Although this is still a representative sample of households, changes in the population distribution during the past decade have made the 1990 sampling frame for the PHS less efficient. In 2001 the first Supplemental Survey (SS) was conducted using the panel of the sample households selected for the 1999/2000 Post-Harvest Survey (PHS). All of the sample households in the PHS 99/00 that were found in the sample standard enumeration areas (SEAs) in 2001 were included in the sample for this first SS.
