In 2016/2017 the European organic food and farming sector continued to excel both in terms of organic production and market growth as well as the latest developments in European Union (EU) food and farming policy. Data for 2016 shows the European organic food market recording significant growth – increasing by 11.4 percent (EU: 12.0 percent). At the same time, the organic sector faces a number of challenges, notably that the growth rates in organic production continue to lag behind the dynamic growth seen within the organic food market. Sustainably feeding the growing world population and preventing dangerous climate change are two of the major challenges facing society today. While there is a growing understanding of the complexity of the links between these challenges and of the global degradation of the environment, the contribution of food and farming to climate change mitigation is all too often looked at from the single perspective of greenhouse gas (GHG) emissions per hectare or kilogram of product. Over the last decade the development of Organic Action Plans (OAPs) has gained momentum as a mechanism for achieving a more integrated and balanced approach to organic policy-making in different European countries and at EU level. However the uptake, effectiveness and continuity of OAPs can vary significantly from country to country. For inst ance differing government priorities, the lack of ring-fenced public funding and the expectation that the organic sector should take the lead rather than government can impede the development of OAPs.
