THE IMPACT OF DOMESTIC AND FOREIGN MACROECONOMIC VARIABLES ON U.S. MEAT EXPORTS AgEcon
Liu, Donald J.; Chung, Pin J.; Meyers, William H..
This paper examines the impact of domestic and foreign macroeconomic variables on U.S. meat exports, including beef, pork, turkey, and chicken, in the context of an open economy. The results show that foreign macroeconomic variables exert more significant and persistent effects on U.S. meat exports than domestic macroeconomic variables. The implication is that the U.S. can increase its meat exports more effectively by expending efforts on international macroeconomic policy coordination rather than on domestic sectoral policy. The results also suggest that macroeconomic models of the agricultural sector should include foreign variables and should not be limited only to domestic ones.

LITHUANIAN DIAGNOSTICS OF LAGGING TERRITORIES: EVALUATION AND INSIGHTS AgEcon
Meyers, William H.; Kairyte, Emilija; Ribasauskiene, Erika.
During the period 2006-2007 diagnostics were conducted on territorial aspects of rural Lithuania with a special focus on the rural areas lagging behind. The study includes analysis of economic, demographic and social indicators of rural areas at a disaggregated level and a methodology enabling the assessment of opportunities and constraints and the comparisons of rural areas in various territories. The study objective is an improved set of diagnostics that captures territorial differences, improves the targeting of RDP measures and strengthens the framework for allocation and access to structural and rural development funds. The paper discusses diagnostic methods by reviewing concepts of rurality and presenting methods used for identifying and ranking...

CHALLENGES IN MODELING THE EFFECTS OF TRADE AGREEMENTS ON THE AGRICULTURAL SECTOR AgEcon
Westhoff, Patrick C.; Fabiosa, Jacinto F.; Beghin, John C.; Meyers, William H..
Major issues and challenges encountered in modeling and analyzing agricultural and trade policy reforms are reviewed. We focus on the modeling approach and pay special attention to the type and scope of the models, the calibration of a realistic baseline scenario, the representation of the reform agreement, the use of extra-model information, the choice of metrics to measure reform impacts, and emerging issues in policy modeling. Existing solutions and unresolved issues are examined. We stress the complementarity of various modeling approaches in assessing policy reforms and the importance of helping users understand the limitations of the chosen approach.

Producer Subsidy Equivalents and Evaluation of Support to Russian Agricultural Producers AgEcon
Strokov, Sergei; Meyers, William H..
We critiqued the PSE method as it is traditionally applied. It can be concluded that it has severe limitations when it is applied to Russian agriculture during transition to a market economy. Many of the conditions and assumptions taken for granted in mature market economies cannot be assumed for transition economies, so the validity of PSE measures is questionable. The specific approaches are applied to calculate PSEs for Russian agriculture, emphasizing the unique structure of production and marketing channels. The appropriate interpretations of PSE estimations for major agricultural commodities are provided.

FAPRI 2006 U.S. and World Agricultural Outlook AgEcon

The FAPRI 2006 U.S. and World Agricultural Outlook presents projections of world agricultural production, consumption, and trade under average weather patterns, existing farm policy, and policy commitments under current trade agreements and custom unions. Despite continued high energy prices, world economic growth is expected to remain strong in the coming decade, above 3% per annum. Other major drivers of the 2006 baseline include new bio-energy policies in several large countries, EU sugar policy reform, sanitary and phytosanitary (SPS) shocks in livestock and poultry markets, and movements in the exchange rate.

Using Income Classes to Estimate Consumption Parameters for Food Policy Analysis AgEcon
Fabiosa, Jacinto F.; Mohanty, Samarendu; Smith, Darnell B.; Meyers, William H..
This paper develops an approach to estimate consumption parameters by income classes. It combines price elasticities estimated from aggregated market data and income-class-specific income elasticities derived from household expenditure surveys using Slutsky relationships to calculate income-class-specific price elasticities. The approach was applied to estimate income-class-specific price elasticities for major agricultural commodities consumed in Jamaica. The importance of these elasticities for food policy analysis is demonstrated by using an econometric simulation model framework. Food policy analysis based on aggregate consumption parameters may introduce bias into the results. This is particularly true in the case of developing countries where...
