Dynamics of policy networks. The case of organic farming policy in the Czech Republic Organic Eprints
Moschitz, Heidrun; Hrabalova, Andrea; Stolze, Matthias.
To better understand the potential for successful and long-term establishment of environmental policy, the aim of this paper is to explore the network dynamics of a policy field that has become well established in the EU: organic farming. We look at the dynamics of the organic farming policy network in the Czech Republic over a period of ten years by applying a comparative formal network analysis. We focused in particular on the distribution of power between actors and how capacities of policy actors have evolved between 2004 (its year of accession to the EU) and 2014. We conclude that the organic farming policy network in the Czech Republic has been highly dynamic and has changed from one that was decidedly influenced by organic sector organizations to a...

CAP Reform and Innovation: The Role of Learning and Innovation Networks Organic Eprints
Brunori, Gianluca; Barjolle, Dominique; Dockes, Anne-Charlotte; Hemle, Simone; Ingram, Julie; Klerkx, Laurens; Moschitz, Heidrun; Nemes, Gustáv; Tisenkopfs, Talis.
The technological and organizational solutions the agricultural sector has undertaken in the past are not always compatible with the constraints and opportunities that the rural economy and society will face in the future. There is growing agreement that the goal of sustainability cannot be fulfilled without a profound change in the way the economy is organized. Innovation policies are among the most suitable instruments for this purpose. The article, based on the SOLINSA conceptual framework, adopts a network approach to innovation policies. Based on empirical evidence collected from case studies across Europe in the first phase of the project, the paper proposes the concept of Learning and Innovation Networks for Sustainable Agriculture (LINSA). LINSA...

The societal demand for multifunctionality – priorities from the perspective of regional stakeholders Organic Eprints
Schader, Christian; Stolze, Matthias; Moschitz, Heidrun.
In order to foster a multifunctional agriculture that is adapted to the societal demand, the preferences of the regional population for functions provided by agriculture have to be identified. This demand, however, is difficult to measure economically, since multifunctionality is partly concerned with public goods. Our study aimed at identifying the societal demand for economic, ecological and sociocultural functions of agriculture and the underlying reasons within the framework of multifunctionality. Therefore, methods which can measure several functions at the same time and which include also qualitative information in addition to revealing Willingness-to-pay (WTP) values were regarded as most appropriate. For our research question, we opted for an...

Methods For Understanding Learning And Innovation Networks To Support Transition Towards Sustainable Agriculture – The Approach Of The EU Research Project SOLINSA Organic Eprints
Moschitz, Heidrun; Home, Robert.
Methods For Understanding Learning And Innovation Networks To Support Transition Towards Sustainable Agriculture – The Approach Of The EU Research Project SOLINSA Transition to sustainable agriculture can be seen as radical innovation, which is driven by various factors. The EU research project SOLINSA looks at the particular role that Learning and Innovation Networks for Sustainable Agriculture (LINSA) play in bringing about change. LINSAs respond to the demand for agriculture in transition by developing new intermediary tasks and roles and involving new actors and institutions into alliances for objectives that contribute to sustainability. Acting at the boundaries of established policy networks, LINSAs connect different policy authorities to...

Final Report of the SOLINSA project. Project Deliverable D8.2 of the SOLINSA project (GA 266306) Organic Eprints
Moschitz, Heidrun; Tisenkopfs, Talis; Brunori, Gianluca; Home, Robert; Kunda, Ilona; Sumane, Sandra.
The Final Report outlines results of the Project “Agricultural Knowledge Systems in Transition: Towards a more effective and efficient support of Learning and Innovation Networks for Sustainable Agriculture” (Project acronym: SOLINSA). The project was conceived and implemented as a response to the need for identifying new ways of transition from “productivist” practices to more sustainable agriculture and rural development, where traditional institutions in charge of fostering innovation are not always relevant and effective. The EU SOLINSA project proposes a new organisational pattern aimed at fostering innovation for transition. It illuminates the role of learning and innovation in transition processes, explores networks as drivers of innovation...

Moving on – European organic farming movements between political action and self-reflection Organic Eprints
Moschitz, Heidrun.
Organic farming movements in Europe are widely recognised as a positive force by market actors and civil society, as well as relevant actors in policy networks. At the same time, the organic movement is in a process of self-reflection, reconsidering its value basis. Taking account of both a policy network and a social movement perspective, this article seeks to understand political action of the organic sector. Making use of a cross-country comparison of European organic farming policy networks, it conceptualises the consequences of such action with regard to political influence and the identity of the organic farming movement. While different strategies are employed to influence politics, a space needs to be opened up within the movements for continuous...

Frick, Rebekka; Huber, Kathrin; Moschitz, Heidrun; Alföldi, Thomas.

Dubelling, Marielle; Wiskerke, Han; Moschitz, Heidrun.

Landwirtschaft - quo vadis?

Frames of food – a case study of the Swiss city Basel Organic Eprints
Moschitz, Heidrun; Portmann, Madlen.
This contribution starts from the observation that there are many places for ‘food’ in a city like Basel. On the one hand, there are different departments and offices, such as the Office for Environment and Energy, the Office for Parks and Recreation, or the Office for City Development. All these are implementing policies that define under which conditions food is grown in the city, determine which food initiatives are supported, which actors are seen as relevant, etc. Many of the policies are affecting food only indirectly, and there is no official collaboration on the topic of food between the city departments: the city is lacking an overall food strategy. On the other hand, there is a social movement aiming at ‘food democracy’. Currently, it is very...

Politikgestaltung – Institutionen des Biosektors und ihr Einfluss auf die Politik Organic Eprints
Moschitz, Heidrun; Stolze, Matthias.
Organic farming has become a policy instrument of agriculture. Thus, the sector is required more and more to get politically active. This paper presents results from an analysis of organic farming institutions from 1997-2003 in eleven European countries and shows first results of a network analysis conducted to examine networks of organic farming policy. Institutions of the organic farming sector in new EU member states are still developing and their relation with mainstream farming institutions is characterised by competition whereas in EU15 countries and Switzerland this relation is more one of creative conflict. Countries with a high share of organic farming show signs of consolidation of their institutions. Policy networks of organic farming are bigger...

Urbane Agrikultur in Basel Organic Eprints
Moschitz, Heidrun.

The challenges of innovation for sustainable agriculture and rural development: Integrating local actions into European policies with the Reflective Learning Methodology Organic Eprints
Moschitz, Heidrun; Home, Robert.
The linear view of innovation in agricultural contexts is being replaced by systems approaches. Agricultural producers are seen as important actors rather than merely consumers of the technologies that are generated by agricultural research and transferred by education and extension services for subsequent adoption. This new understanding of innovation for sustainable agriculture is however not reflected within the European policy framework, so learning and innovation networks for sustainable agriculture (LINSA) have formed in response. The support needs of these innovation networks are poorly understood which hampers their integration into policy. A participatory action research approach – the Reflective Learning Methodology was developed and applied to...

Studying learning and innovation networks – a conceptual and methodological framework Organic Eprints
Moschitz, Heidrun; Home, Robert.
This paper outlines the main concepts and methodology that the SOLINSA project uses in its study of learning and innovation networks. This project aims to identify barriers to the development of Learning and Innovation Networks for sustainable agriculture (LINSA). In such networks, social learning processes take place, and knowledge about sustainable agriculture is co-produced by connecting between the different frames and social worlds of the stakeholders with the help of boundary objects. Studying such processes at the interface between different knowledge spheres of research, policy and practice requires a specific methodology. A transdisciplinary reflective learning methodology addresses the complex question of understanding learning and innovation....
