Policy planners face the challenge of formulating suitable agricultural policy by which the required growth in domestic production can be achieved. To attain effective food security policy, one needs reliable empirical knowledge about the degree of responsiveness of factor demand and output supply for commodities. This paper is an attempt in this direction and estimates the factor demand and output supply elasticity for major crops grown in India. These elasticities are used to project the domestic supply of major commodities, viz. rice, wheat, pulse grains, nine major edible oilseeds, and sugarcane under various scenarios with and without acreage expansion and TFP growth. The Government of India had launched the National Biofuel Mission in the year 2003 as an initiative to limit the country’s dependence on crude oil imports. An integral part of this mission is the Biodiesel Blending program and Jatropha, a tree-borne biodiesel yielding crop, is the cornerstone of the program. This study has been specifically designed to carry out economic assessment of the upcoming jatropha-based biodiesel value chain in the country. In this paper, we conduct two “"counterfactual" simulations for the 30-year period 1970-2000-the first holding 1970 crop genetic improvements (CGI) constant and the second presuming the International Agricultural Research Center (IARC) system had not been built. Both these counterfactuals apply to developing countries only. The core estimates on which the counterfactuals are based include country fixed effects , and the key estimates are for the Dietary Energy Sufficiency (DES) equation. DES affects birth rates, death rates, child mortality rates and malnutrition rates, making it possible to “"endogenize”" population growth in developing countries, in the counterfactuals. Calibrated Stochastic Dynamic Models for Resource Management AgEcon

In this paper we develop a positive calibrated approach to stochastic dynamic programming. Risk aversion, discount rate, and intertemporal substitution preferences of the decision-maker are calibrated by a procedure that minimizes the mean squared error from data on past decisions. We apply this framework to managing stochastic water supplies from Oroville Reservoir, located in Northern California. The calibrated positive SDP closely reproduces the historical storage and releases from the dam and shows sensitivity of optimal decisions to a decision-maker's risk aversion and intertemporal preferences. The calibrated model has average prediction errors that are substantially lower than those from the model with an expected net present value objective.

While water markets have been shown to be beneficial to users, the transfers made through sales can have serious third-party impacts, as has been addressed in the water resources literature. RECONSTRUCTING DISAGGREGATE PRODUCTION FUNCTIONS AgEcon

This paper demonstrates a method for reconstructing flexible form production functions using minimal disaggregated data sets. The policy focus of our approach puts emphasis on the ability of the model to reproduce the existing production system and predict the disaggregate outcomes of policy changes. We combine Positive Mathematical Programming (PMP) with Generalized Maximum Entropy (GME) estimation to capture the individual heterogeneity of the local production environment, and allow the reconstructed production function to precisely replicate the input usage and outputs produced in the base year. Global general and partial equilibrium models focused on the agricultural sector can help policy makers do ex-ante analysis by providing a variety of macro-level outcomes, such as changes in flows of international trade, and changes in the supply, demand, and prices of globally traded commodities. Inefficient performance of irrigation systems not only leads to a waste of water resources, but may also affect agriculture production, especially in regions facing a water stress problem. In rural China, only 40% of the water allocated to irrigation is effectively used, a figure much lower than many developed countries (Wang, 2000). Although traditional irrigation technology such as flood irrigation accounts for part of the inefficient use of water, the lack of effort in managing surface irrigation systems are also thought to affect the performance of China's water systems (Wang et al., 2003). This paper demonstrates a robust method for achieving disaggregation in the estimation of flexible-form farm-level multi-input production functions using minimally-specified data sets. Since our ultimate goal is to address important questions related to the distributional effects of policy changes, we place emphasis on the ability of the model to reproduce the characteristics of the existing production system and to predict the outcomes of these changes at a high level of disaggregation. Defense of agriculture may also be problematic because of the lack stability and basic biosecurity infrastructure for the detection and prevention of diseases or invasive species.
