Agricultural Land Elasticities in the United States and Brazil 31

The elasticity of aggregate supply is one key to understanding the degree to which policy-induced increases in demand for biofuel feedstocks or agricultural CO2 offsets will result in higher prices or expanded supply. In this paper we report land supply elasticities for the United States and Brazil estimated directly from the observed changes in cropland and estimated changes in expected returns. The resulting aggregate implied land-use elasticities with respect to price are quite inelastic in the United States and more elastic in Brazil (0.007-0.029 and 0.382-0.895, respectively). However, with pasture land included in Brazil, implied elasticities become much less inelastic (0.007-0.245).

CONCENTRATION AND INTERNATIONALIZATION OF BRAZILIAN AGRIBUSINESS EXPORTERS 31

By using an unprecedently disaggregated data set, this article analyzes rapid concentration and internationalization (the growing presence of multinational firms) in the agribusiness of Brazil in the past decade. This article: (1) analyzes the concentration of exports over the 1990s of seven subsectors; (2) analyzes internationalization, and mergers and acquisitions in these and other subsectors; (3) describes the managerial strategies adopted by firms to cope with the increased competition arising from concentration and internationalization; (4) discusses the particular conditions in each of the major subsectors; and (5) draws managerial and policy implications in an era of globalization.

The negotiation of improved market access in agriculture is crucial to the success of the Doha Round. The depth of tariff cuts will be the main indication of the level of ambition of the agricultural talks and hence the Round as a whole. Agricultural tariffs remain five times higher than tariffs in industrial goods, and account for the bulk of the distortions in agricultural trade. Recent analysis indicates that 92 percent of the global gains from trade liberalization in agriculture result from removing market access barriers. The July Framework reaffirmed the objective of substantial improvements in market access.
