The Policy and Regulatory Environment for Organic Farming in Europe: Country Reports Organic Eprints

This Volume (2) documents in detail the policies and regulations to organic farming for all 15 EU member states and for three non-EU countries (Norway, Switzerland and the Czech Republic). European and national regulations and their implementation are reviewed covering agri-environmental and mainstream agricultural support measures, marketing and regional development programmes, certification system and oranic farming support in the form of advice, training and research. Volume (1) provides a comparative analysis of the policy and regulatory environment within which organic farming currently operates in these countries. The book aims at policy makers, the private sector, researchers and students in the field of economics and politics of organic farming.

Organic Farming is one of the key issues in reshaping European agricultural policy. This book clarifies the policy and regulatory environment within which organic farming currently operates in all EU-15 member states and in three non-EU countries (Norway, Switzerland and the Czech Republic). European and national regulations and their implementation are reviewed. Focus is led on agri-environmental and mainstream agricultural support measures, marketing and regional development programmes, certification systems and organic farming support in the form of advice, training and research. The book aims at policy makers, the private sector, researchers and students in the field of economics and politics of organic farming.

This report summarises the findings of the project that have been presented in a number of separate reports and publications. In the Chapters 2 to 5 the approach, results and conclusions of the project are summarised, following the structure of the different work packages. Chapter 2 summarises the work on ethical values of organic agriculture. Chapter 3 looks at the differences in the implementation of Regulation (EEC) 2092/91 across Europe and compares the European Regulation with international standards. Chapters 4 and 5 summarise the findings that relate to reducing the dependency on non-organic inputs in the case of feed and seed. One of the main aims of the case studies was to publish improved market reports. The data collected as part of the six case studies have been, or will shortly be, published in the five improved national organic market reports and one first regional market report (MOAN case study). To tackle this issue, Diversifood team organised a forum with policy makers and stakeholders on the 11th of April 2018, in Brussels. Diversifood’s aim is to share results and key lessons including new approaches for the management of cultivated biodiversity, for plant breeding for sustainable farming systems, and new relationships among actors of food systems. In the afternoon, there was time for discussion, knowledge sharing, collecting feedback and extending current policies to include cultivating diversity and food quality (for FP9, CAP 2020, The outputs of this workshop will feed Diversifood’s final recommendations. The forum was kindly hosted by the European Committee of the Regions (Rue Belliard/Belliardstraat 101, 1040 Brussels).

Comparative analysis of the impacts of marketing instruments on the organic market in Austria, the United Kingdom and Germany Organic Eprints

Conclusions: This paper provides a comparative analysis of the impacts of the marketing instruments: The price-level can be identified as an important factor for further development. To promote sustained consumer demand, the premium price-level should be closer to the conventional price, although consumers are willing to pay some premium. Organic produce is associated with healthy food, which may appeal to consumers interested in healthy nutrition. Nevertheless, producers, processors and retailers of organic food should bear in mind general trends in food consumption and create organic food with lifestyle-oriented design. Organic Farming Development and Agricultural Institutions in Europe: A Study of Six Countries Organic Eprints

Cooperation between general agricultural institutions and the organisation of the organic farming sector are key factors for the development of organic farming. This study analyses the relationships of organic farming organisations with other farmers' organisations, agencies of agricultural policy and food market firms in six European countries. On this basis it identifies a path for successful development of organic farming which is adaptable to the special conditions of all European countries. This book presents the most systematic and in-depth comparison of the dynamics of organic farming development to date, providing concrete suggestions for a line of action for everyone with an interest in developing organic farming.
