Australia's balance of payments problems have, understandably enough, received a good deal of attention in the pages of the Economic Record in recent years. Some articles have proposed diagnoses of, and/or remedies for our "shortage" of foreign exchange. (1) Numerous references to the problem are also to be found in the series of articles dealing with the state of the national economy. (2) Furthermore, Australia's foreign trade difficulties have undoubtedly helped to inspire a number of articles dealing with general theoretical aspects of the problem of achieving external balance.

ON MARKETING QUOTAS FOR FLUID MILK AgEcon

In this article I present a static economic analysis of the operation of milk marketing schemes (such as that administered by the New South Wales Milk Board) which employ marketing quotas for individual producers. This is a subject which has already received some attention in this Journal: I refer to the suggestion of Harris and Candler that marketing quotas for fluid milk should be freely traded among producers, and, more particularly, to Neutze's subsequent discussion of their proposal. Some of the problems raised, and apparent paradoxes uncovered in that discussion, will be considered in the second part of this article.

Extension Services and the Grazier on the South-West Slope AgEcon

In this article information is presented regarding the extent to which graziers in a portion of the South West Slope have availed themselves of the extension services offered by the Department of Agriculture. Some analysis is also made of the characteristics of those who have had most, and of those who have had least, contact with the extension services. The material on which the article is based was collected, late in 1954 and early in 1955, from a random sample of IS0 graziers residing in the shires of Gundagai, Tumut, Tumbarumba, Holbrook and Kyeamba. A full description of the survey area and the sampling method, has already been published in this Review.'

A subsidy on a single input is compared with an output subsidy as a means of stimulating output, and the conditions under which the single input subsidy is (a) more treasury cost-effective and (b) overall the more socially efficient measure, are explored. Rationalisations for input subsidies, particularly fertiliser subsidies, are examined in the light of the results.

One's judgment of an official report such as the Report of the Wool Marketing Committee of Enquiry, is, I think, influenced by three main considerations: first by the nature of its recommendations - and whether or not one agrees with them; second, by the quality of the argument and reasoning presented in support of the recommendations; and third, by the amount of useful information that it contains. It is under these three headings that I propose to organize my remarks concerning the Wool Report.

Innovation and Enterprise in Wheat Farming AgEcon

This article is concerned with certain aspects of the entrepreneurial behaviour of wheat farmers - in particular, with their adoption of new techniques and means of production. The study is based on data secured in the course of a field investigation carried out late in 1953, in which forty-eight wheat farmers, residing in a particular locality in northern New South Wales, were interviewed. The primary aim of the investigation was not to estimate the extent to which particular technological innovations are being adopted throughout the wheat belt, or in any particular part of it. The Australian Agricultural Council and its Standing Committee on Agriculture have recently paid considerable attention to methods of increasing rural output in Australia and of expanding wheat production in particular. One of the problems at the forefront of discussion has been that of the provision of adequate incentives, designed to encourage farmers to intensify their production programmes. SOME THOUGHTS ON THE ROLE OF THE AGRICULTURAL ECONOMICS PROFESSION IN AUSTRALIA AgEcon

Does the seemingly disproportionate growth in Australia of agricultural economics, relative to other branches of applied economics, represent a misallocation of educational and research resources? Probably not, since (i) it may be better--because of the existence of increasing returns--to concentrate one's limited resources of economist brainpower in a few fields than to spread them widely; and (ii) the growth of agricultural economics has helped to correct certain weaknesses--particularly in micro-economics and econometrics--in the Australian economics profession as a whole. However, it is suggested that in the future agricultural economists might apply their skills increasingly to non-agricultural problems.
