Small-scale fishers’ perception of the implementation of the EU Landing Obligation regulation in the outermost region of the Azores ArchiMer

The archipelago of the Azores (mid-north Atlantic Ocean) is an outermost region of the European Union (EU) in which small-scale fisheries are a strong component of the local economy. Bottom longlining and handlining are the most important Azorean fisheries in landing values, fishing vessels and fishers. Despite their high selectivity and low discards, these fisheries can be highly impacted by the implementation of the Landing Obligation (LO). Semi-structured interviews were conducted with Azorean small-scale fishers to document their perceptions about discards and the LO, and to ascertain the mitigation measures they already implement or could further implement to avoid unwanted catch. In the European Union, discards represent a major source of undocumented mortality, contributing to the overfishing of European fish stocks. However, little attention has been given by the scientific community to discards in the European Union’s small-scale fisheries (SSF). This is mainly due to the fact that discards are mostly generated by industrial fisheries, while SSFs were generally thought to have lower discard rates than industrial fisheries. Trends and drivers of marine fish landings in Portugal since its entrance in the European Union ArchiMer

Marine landings in Portugal have decreased at a higher rate than fishing effort in the last 20 years. Identifying the variables driving the quantity and composition of landings is pivotal to understand the dynamics of the fisheries sector, which entails complex social and environmental aspects. In this study, we investigate the main drivers of marine fish landings in continental Portugal between 1989 and 2014. To identify common trends in time series, and quantify the importance of environmental factors, we applied a dynamic factor analysis considering four regions and three types of gear (trawling, purse-seine, and a multi-gear fishery). Research for Pech Committee - Sardine fisheries: Resource Assessment and Social and Economic situation ArchiMer

This study describes fisheries, stock status, ICES advice and management measures for the Northern and Southern sardine stocks in EU Atlantic waters. Information on sardine biology and ecology is provided for a better understanding of stock development. Social and economic dimensions are addressed for sardine fisheries in France, Spain and Portugal. The study provides recommendations to improve knowledge on the species and indicates management measures which might be considered for the sustainability of the fisheries.

The profile of small-scale fisheries has been raised through a dedicated target within the United Nations Sustainable Development Goals (SDG14b) that calls for the provision of ‘access of small-scale artisanal fishers to marine resources and markets’. By focusing on access to fisheries resources in the context of European Union, in this article we demonstrate that the potential for small-scale fishing sectors to benefit from fishing opportunities remains low due to different mechanisms at play including legislative gaps in the Common Fisheries Policy, and long-existing local structures somewhat favouring the status quo of distributive injustice.
