A programming model is used to assess the welfare effects of regional and practice specifications contained in New York State's Draft Conservation Reserve Enhancement Program (CREP) proposal. Net social benefits are nearly 75% lower than options that explicitly account for opportunity costs of production, environmental benefits, and participation response functions. A META ANALYSIS OF CONTINGENT VALUES FOR GROUNDWATER QUALITY IN THE UNITED STATES AgEcon

This paper provides an overview and a meta analysis of existing US contingent valuation studies of groundwater quality. Using 108 observations from 14 studies, core economic variables, risk variables, and elicitation effects are found to systematically influence groundwater values. Potential Cost Savings from Discharge Permit Trading to meet TDMLs for Phosphorus in the Passic River Watershed AgEcon

We use the non-tidal Passaic River Watershed as a case study to investigate the size of potential cost savings associated with allowing phosphorus emissions trading amongst Waste Water Treatment Plants (WWTP) to achieve a significant reduction in ambient phosphorus levels. To measure the cost saving, we specify a trading-ratio system similar to that proposed recently by Hung and Shaw (JEEM, 2005) that minimizes the abatement cost of meeting environmental standards. Because there are relatively few potential traders and abatement costs are relatively homogeneous across firms, the cost savings to the 22 municipal waste water treatment plants relative to the base case will be on the order of 7%. To date, much of the policy and research debate on contingent valuation mode effects has relied on experiences drawn from other research disciplines. This study provides the first contingent valuation phone-mail comparison that meets current standards for response rates, draws from a general population, is relevant to the valuation of general environmental goods, and allows comparisons with actual sign-ups. Consistent with previous research in other disciplines, social desirability bias is found in responses to subjective questions --thus leading to more environmentally favorable responses on the phone. The regulation of nonpoint source water pollution from agriculture is a complex problem characterized by a multiplicity of polluters, informational asymmetries, complex fate and transport processes, and stochastic environmental factors. Taken together, these characteristics make regulatory policy based on individual firm emissions prohibitively costly. This paper develops a statistically unbiased and simple method for measuring the difference of independent empirical distributions estimated by bootstrapping or other simulation approaches. This complete combinatorial method is compared with other unbiased and biased methods that have been suggested in the literature, first in Monte Carlo simulations and then in a field test of external and internal scope testing in contingent valuation. Tradeoffs between methods are discussed. When the empirical distributions are not independent a straightforward difference test is suggested.

This paper uses actual enrollment and Geographic Information Systems (GIS) data in six geographically diverse states to demonstrate that enrollment rates in the Conservation Reserve Enhancement Program (CREP) are a function of the incentives offered. If aggregate county land use data were used, as has been done previously, incentives appear insignificant.

Thin and lumpy: an experimental investigation of water quality trading AgEcon

Water quality trading schemes in the United States can predominantly be characterized by low trading volumes. In this paper we utilize laboratory economics experiments to explore the extent to which the technology through which pollution abatement is achieved influences market outcomes. Mirroring the majority of water quality trading markets, the sessions utilize small trading groups composed of six participants. To understand the extent to which abatement technology influences trading behavior, the experimental treatments vary the degree of heterogeneity in initial abatement costs and the potential for long-lived investments in cost-reducing abatement technology.

Documenting the Status of Dairy Manure Management in New York: Current Practices and Willingness to Participate in Voluntary Programs AgEcon

Despite intense policy interest in livestock operations and water quality, only anecdotal evidence exists regarding actual manure management practices on dairy farms. This paper discuss the results of a unique mail survey of 470 New York dairy farms that links manure management practices and farmer willingness to participate in voluntary environmental programs. Analysis of this data set indicates a wide divergence between actual and recommended manure management practices on individual dairy farms (high), the apparent ability of farms to divert financial resources to environmental practices (mixed), and the willingness to participate in voluntary programs at various annual costs per cow (low). VISIBLE CHOICE SETS AND SCOPE SENSITIVITY IN CONTINGENT VALUES AgEcon

Through a combination of experimental and field analysis, we demonstrate that varying the visible choice set (i.e., set of goods which, at any given point in a valuation exercise, the respondent perceives as being the full extent of purchase options which will be made available in the course of that exercise) strongly affects observed scope. These results challenge the conclusion that contingent values are plagued by embedding and ordering effects, suggesting that such effects can be eliminated when the respondent is completely informed about the entirety of valuation tasks prior to answering the first elicitation question.

Social Preferences and Voting: An Exploration Using a Novel Preference Revealing Mechanism AgEcon

Public referenda are frequently used to determine the provision of public goods. As public programs have distributional consequences, a compelling question is what role if any social preferences have on voting behavior. This paper explores this issue using laboratory experiments wherein voting outcomes lead to a known distribution of net benefits across participants. Preferences are elicited using a novel Random Price Voting Mechanism (RPVM), which is a more parsimonious mechanism than dichotomous choice referenda, but gives consistent results. The mandatory nature of generic advertising funding remains a contentious issue. Theoretically and in laboratory environments, a provision point mechanism with a money-back guarantee offers an attractive voluntary alternative to the standard voluntary contribution mechanisms, yet in practice, few examples of multiple-round provision point mechanisms exist. A practical concern with applying these mechanisms is that even a slight shortfall in contributions relative to the designated funding threshold in one period would engender an irreversible shutdown of administrative capacity with negative consequences for subsequent periods.
