Multiple-objective decision making (MODEM) provides an effective framework for integrated resource assessment of agroecosystems. Two elements of integrated assessment are discussed and illustrated: (1) adding noneconomic objectives as constraints in an optimization problem; and (2) evaluating tradeoffs among competing objectives using the efficiency frontier for objectives. These elements are illustrated for a crop farm and watershed in northern Missouri. An interactive, spatial decision support system (ISDSS) makes the MODEM framework accessible to unsophisticated users. This paper evaluates the economic and environmental tradeoffs at watershed scale by incorporating both economic and environmental risks in agricultural production. The Target MOTAD model is modified by imposing a probability-constrained objective function to capture the yield uncertainty caused by random allocation of farming systems to soil types and by introducing environmental targets to incorporate environmental risk due to random storm events. This framework is used to determine the tradeoffs frontier between watershed net return and sediment yield and nitrogen concentration in runoff in Goodwater Creek watershed, Missouri. The frontier is significantly affected by environmental risk preference. |

National and regional production goals have been established by the Department of Energy as guidance to the Department of the Interior in determining the location and rate of federal coal leasing as well as the determination of leasing targets for individual coal lease sales. This paper discusses the analytical procedures used by the Department of Energy in setting the 1980 biennial coal production goals. The goals are presented and compared to production forecasts obtained from other sources. Implications of these goals for federal coal leasing policies are considered. |
