Regional Wholesale Price Relationships in the Presence of Counter-Seasonal Imports 31
Raper, Kellie Curry; Thornsbury, Suzanne; Aguilar, Cristobal.
Counter-seasonal imports of fresh produce facilitate year-round availability in the U.S. and may impact the seasonal structure of market price relationships. Vector autoregression analysis is used to determine the nature and extent of spatial price relationships among four geographically distinct regions in the U.S. fresh peach wholesale market. We evaluate differences in regional spatial price relationships and find statistical evidence that price relationships among regions are different in periods dominated by regional domestic supplies imports compared with periods when counter-seasonal imports dominate the market.

Commodity-Procurement Strategies of Food Companies: A Case Study 31
Jones, Kraig M.; Raper, Kellie Curry; Whipple, Judith M.; Mollenkopf, Diane A.; Peterson, H. Christopher.
This research evaluates the main characteristics considered in commodity-procurement decisions made by food manufacturers. Procurement characteristics are examined and a framework is developed which classifies procurement characteristics into three categories: product constraints, company constraints, and service constraints. A case-study approach is used to determine the importance of various procurement characteristics and their impact on the buyer’s procurement-mechanism choice. The research also examines the strategic role that a commodity-procurement department plays within a corporation and how that role relates to the three commodity-procurement decision classifications.

CYCLICAL CONCENTRATION AND BIOTECH R&D ACTIVITY: A NEO-SCHUMPETERIAN MODEL 31
Oehmke, James F.; Wolf, Christopher A.; Weatherspoon, Dave D.; Naseem, Anwar; Maredia, Mywish K.; Raper, Kellie Curry; Hightower, Amie L..
Several characteristics of biotech industry structure follow cyclical patterns. Mergers and acquisitions activity shows cyclical behavior, with peaks from 1988-92 and 1996-97 and a valley from 1993-95. The ratio of large-firm to small-firm field trials, and the Herfindahl-Hirshmann concentration index, move pro-cyclically with M&A activity. This paper develops a formal, dynamic, neo-Schumpeterian model of endogenous R&D and innovation. The model generalizes and extends the literature on biotech industry concentration. For specified parameter values, the out-of-steady-state dynamics are examined, and shown to generate model behavior which is consistent with empirical descriptions of biotech concentration and R&D-activity cycles.

TESTING FOR MONOPSONY POWER IN MULTIPLE INPUT MARKETS: A NONPARAMETRIC APPROACH WITH APPLICATION TO CIGARETTE MANUFACTURING 31
Raper, Kellie Curry; Love, H. Alan.
Monopsony power by cigarette manufacturers in procuring domestic and imported tobacco is investigated using a nonparametric method previously developed by Love and Shumway. Their test is extended to assess monopsony market power in multiple input markets. Results indicate that cigarette manufacturers exert significant monopsony power in the domestic tobacco market and exert little monopsony power in the international tobacco market.

Regional Wholesale Price Relationships: The Case of Peaches 31
Aguilar, Cristobal; Raper, Kellie Curry; Thornsbury, Suzanne.
An important characteristic of agricultural commodity markets is the extent to which those markets respond to price changes in related markets. Given a competitive market structure, the Law of One Price (LOP) postulates that spatial price relationships are determined by transfer cost1 among regions and that spatial arbitrage restores market equilibrium (Tomek and Robinson, 2003). Spatial price relationships are of particular relevance to farmers in designing market strategies. Measurements of spatial price relationships provide insights about the dynamics of price movements, thus increasing understanding of likely behavior of supply or demand areas in the market (Jordan and Van Sickle, 1998). For example, knowledge of which regions lead prices, the...

Evaluating Food Commodity Procurement Strategies 31
Jones, Kraig M.; Whipple, Judith M.; Raper, Kellie Curry; Mollenkopf, Diane A..
We use a case study approach to determine the primary factors affecting food manufacturers' commodity procurement decisions, as well as to examine the strategic nature of commodity procurement departments. The research fills a gap in both the commodity and procurement literature. A large literature exists on commodity marketing; however, very little exists on the topic of commodity procurement. Existing procurement literature tends to focus on non-commodity products rather than commodity products. The results suggest a model for the strategic role of commodity procurement departments within food manufacturers. The initial procurement strategy must be supply maintenance, which once accomplished, allows the commodity procurement department to progress...

DISTINGUISHING THE SOURCE OF MARKET POWER: AN APPLICATION TO CIGARETTE MANUFACTURING 31
Raper, Kellie Curry; Love, H. Alan; Shumway, C. Richard.
We compare nonparametric and nonstructural market power tests using data from the cigarette manufacturing industry. Tests are implemented to examine both monopoly and monopsony power exertion by cigarette manufacturers. Results indicate that market power in the tobacco industry, previously attributed to monopoly power exertion, should at least in part be attributed to monopsony market power in the upstream tobacco market.

Perceptions of Vertical Marketing Arrangement Performance: Cow/calf Producers versus Multiple Production Level Producers 31
Raper, Kellie Curry; Black, J. Roy; Hilker, James H..
This study seeks to understand whether beef operators who specialize in cow-calf production exhibit different motives for alliance participation and different levels of satisfaction with these vertical marketing arrangements than their counterparts in cow-calf production who also operate upstream or downstream beef enterprises. Survey results indicate that there are differences among producer groups, particularly with respect to information access and interpretation and pooling cattle.

Economic Effects of Bovine Respiratory Disease on Feedlot Cattle during Backgrounding and Finishing Phases 31
Brooks, Kathleen R.; Raper, Kellie Curry; Ward, Clement E.; Holland, Ben P.; Krehbiel, Clint.
This research examines the economic effects of bovine respiratory disease (BRD) on backgrounding and finishing phases of cattle production. This research measures the effectiveness of using serum haptoglobin (Hp) concentration to predict BRD occurrence and the impact of multiple treatments for BRD infection on cattle performance and returns. During the backgrounding phase, 222 heifers were grouped by Hp level. After the backgrounding phase, 193 heifers were then grouped by number of BRD treatments in the finishing phase. Net returns decreased in the backgrounding phase and the combined phases as the number of BRD treatments increased. Hp concentrations had no significant effects on net returns.

STATUS OF AGRICULTURAL MARKET CONSOLIDATION AND CONCENTRATION TESTIMONY AT MICHIGAN SENATE AGRICULTURAL PRESERVATION TASK FORCE HEARING 31
Raper, Kellie Curry.
Today is a time of dynamic structural change in the agri-food system that brings new challenges to producers. This change is not unique to any particular production sector within the system, nor is it restricted to one level within the agri-food marketing chain. This testimony describes the current status of concentration and consolidation in agri-food markets. In addition, it presents discussion regarding the driving forces behind this structural change, as well a brief discussion of implications for the future.

DETERMINISTIC NONPARAMETRIC MARKET POWER TESTS: AN EMPIRICAL INVESTIGATION 31
Raper, Kellie Curry; Noelke, Corinna M..
A review of recent literature reflects the development of several deterministic nonparametric market power tests. We use Monte Carlo experiments to evaluate the veracity of four monopolistic and four monopsonistic market power tests that use the deterministic nonparametric approach. The experiments are implemented using data from ten known market structures. When results are compared to Raper, Love, and Shumway's (1999) findings concerning parametric market power tests in the Bresnahan-Lau tradition, we find that the parametric tests perform well while only two of the nonparametric tests appear able to identify market power.

MONOPSONY POWER IN MULTIPLE INPUT MARKETS: A Nonparametric Approach 31
Raper, Kellie Curry; Love, H. Alan.
Cigarette manufacturers' monopsony power exertion in procuring domestic and imported tobacco is investigated using nonparametric methods. While it is often assumed that tobacco program rents are captured by growers, results indicate the opposite actually occurs. Cigarette manufacturers appear to exert significant monopsony power in the domestic leaf tobacco market and capture a large portion of program rents. Cigarette manufacturers appear to exert monopsony power of much smaller magnitude in the international leaf tobacco market, but with increasing magnitude in more recent years.
