UK Sugar Beet Farm Productivity Under Different Reform Scenarios: A Farm Level Analysis AgEcon

The purpose of this paper is to study the effect that the imminent reform in the European Union (EU) sugar regime may have on farm productivity in the United Kingdom (UK). We perform the analysis on a sample of sugar beet farms representative of all the UK sugar beet regions. To estimate the changes in productivity, we estimate a multi-output cost function representing the cropping part of the farm, which is the component that would be mostly affected by the sugar beet reform. We use this cost function to compute the new allocation of outputs and inputs after the changes in the sugar beet quota and price support. Contract Marketing after the 2002 Farm Act: The Case of Peanuts AgEcon

The elimination of the marketing quota system that regulated the peanut market since the 1930s has been accompanied by the emergence of marketing contracts between farmers and peanut buyers (mainly peanut shellers). Two types of contracts have been observed, forward contracts for delivery at harvest or at a later date and "option to purchase" contracts. We analyze the clauses of contracts used by major shellers in order to infer the motivation behind these contracts (i.e., risk sharing, reduction of transaction costs, improve coordination, exercise of market power, etc.). THE INTERACTION OF WORKING AND SPECULATIVE COMMODITY STOCKS AgEcon

This paper models the interaction of working (also called pipeline) and speculative commodity stocks. We model working inventories (i.e., raw material inventories carried by processors) based on Ramey’s (1989) model of inventories as factors of production, which allows us to represent storage under inter-temporal price backwardation, observed in commodity markets. We incorporate both speculative and working stocks in a simple model to analyze the interaction and to simulate the relationship between inter-temporal commodity price spreads and stocks. Our model replicates common price patters found in commodity markets.

DOES THE EXISTENCE OF MARKET POWER AFFECT MARKETING LOAN PROGRAMS? AgEcon

The paper analyzes the effects that a demand with oligopsonistic power may have on the operation of a marketing loan program (especially on the program cost). We measure these effects using a model for the US peanut market where evidence indicates that the demand is highly concentrated. Our results show that the USDA strategy of keeping a repayment rate above the market-clearing price set by the demand is not a sustainable strategy, since the demand can follow a hand-to-mouth strategy, postponing its purchases of peanuts, letting USDA accumulate stocks and forcing it to reduce the price.

Collaborative supply chain initiatives as devices to cope with income variability in the Scottish red meat sector AgEcon

The purpose of this paper is to discuss whether collaborative supply chain initiatives may help to provide income stability for farmers, focussing the analysis on the red meat supply chain in Scotland. Collaborative supply chains may contribute with two elements to attain higher income instability: first, greater demand stability and market access, and second, less variability in the price received for carcasses, as the produced output fits better the required specifications (i.e., no lost premia). The analysis of a survey applied to Scottish red meat producers showed that farmers that are part of a producers’ club do not differ from other farmers in their perception of marketing problems (e.g., price stability, etc.). If one observe aggregated cattle figures for Scotland for more than a century it is possible to perceive that that cattle numbers seem to react strongly to agricultural policy (e.g., livestock subsidies before 1973, UK becoming part to the European Community). The Scottish red meat industry is a major part of the Scottish agricultural economy and is known for producing high quality beef and lamb. Beef and lamb which are produced and processed in Scotland and according to a quality assured production specification, carry the EU ‘Protected Geographical Indications’ (PGI) name of ‘Scotch’. A metafrontier approach to measuring technical efficiencies across the UK dairy sector AgEcon

A regional approach is applied to measure technical efficiencies on dairy farms which employs the deterministic metafrontier approach. We construct six super regions for the UK, i.e. Eastern, Western, Northern England, Wales, Scotland and Northern Ireland. Data are collected through three different administrative systems, all be it under the same FADN guidance. We find for dairy farming comparative indicators of performance in all three data sets. The stochastic frontier approach is applied to construct 6 regional frontiers and a pooled (UK) dataset for comparison. The main implication of the food miles indicator is that in order to protect the environment consumers should purchase food locally and seasonal. However, something that it is missing in all discussions is the evidence about how bad or good - in terms of locality and seasonality- is the actual consumption of food. This is probably due to the fact that food consumption statistics are available as aggregated annual data. Modelling Regional Agricultural Output Adjustments in Scotland in Response to CAP Reform AgEcon

The purpose of the paper is to present an agricultural supply model for Scotland used to estimate regional changes in agricultural outputs due to the 2003 Common Agricultural Policy (CAP) reform. Supply functions were estimated for several farm types based on generalised trans-logarithmic multiproduct cost functions (Caves, Christensen and Tretheway, 1981). The data used for the estimation were an unbalanced panel dataset constructed using farm level data from the Scottish Executive’s Farm Accounts Scheme (FAS) survey. Using the estimated supply adjustments, individual farm level responses to subsidy and price changes were aggregated using agricultural census weights to estimate the output changes for different regions.

This paper analyzes the effect that the imminent reform of the EU sugar beet regime will have on United Kingdom (UK) sugar beet farms. Specifically, we estimate a multi-product cost function to analyze the effect the changes on the sugar beet price support and quota will have on the crop allocation of sugar beet farms and their aggregate use of inputs. Based on these estimates we discuss the implications that changes in the crop patterns may have on farm environmental variables such as soil loss and groundwater pollution.

One of the aims of the reform of the Common Agricultural Policy (CAP) is to increase the competitiveness of farmers through increasing their exposure to markets. An aspect of competitiveness is the gains in economic efficiency. Thus, the purpose of this paper is to estimate indicators of farm efficiency for the period 1989 to 2008 by farm type and to analyse what the effect on efficiency of changes in the CAP has been. In terms of the methodology, the information used comes from the Scottish Farm Account Scheme (FAS) survey, which allows us to assemble panel dataset and to construct cost efficiency indicators. Policy Reform and Agricultural Land Abandonment AgEcon

This paper examines the potential impact of agricultural and trade policy reform on land-use across the EU focussing particularly on the issue of land abandonment. Using a novel combined application of the well established CAPRI and Dyna-CLUE models it estimates the extent of change across Europe under removal of Pillar 1 support payments and trade liberalisation. Overall, it is estimated that around 8 per cent less land will be farmed under these reforms than under the baseline situation. However, some regions, areas and farm types face more significant reductions. The purpose of the paper is examining the potential implications for the UK sugar beet sector of the EU sugar regime reform. Although the reform has yet to be formalised, the initial proposals centre on price and quota cuts. Using panel data from the Farm Business Survey for England, the paper estimates two cost functions: one for the sugar enterprise and another for the cropping part of the farm (i.e., excludes any livestock enterprise) and use them to analyse the impacts on profitability and costs of three possible reform scenarios: a 25 per cent cut in UK quota, a 25 per cent cut in price, a 40 per cent cut in price.
