Japanese food processors have been faced with internal and external squeezes in recent years. Internally, the industry is faced with an overall demand ceiling due to Engel's law and a rapidly changing demand structure due to the "westernisation" of the Japanese consumers' taste. Externally, the industry is faced with increased import competition as a result of the liberalisation of the Japanese import market for agricultural and processed food products. Under these pressures, performance of the Japanese food processors in terms of productivity and profitability, is found to be below average, compared with Japanese manufacturing as a whole. This paper aims to review major recent developments in Japanese agriculture policy and to evaluate what these changes are likely to mean for the agricultural sector. An overview is provided of the Japanese economy, the position of agriculture in the economy and some of the important characteristics of Japanese farm households. The discussion then focuses on trade related policy developments, particularly those that have received most attention outside Japan. Recent important policy developments are then described for the rice industry, the focus of foreign criticism of Japan's agricultural policies, and the beef industry, an example of an industry to have recently lost protection against imports. |

Japanese agricultural policy has undergone substantial change in the last year. Since the completion of the Uruguay Round, the rice market has been partially opened, import quotas on agricultural products have been replaced by tariffs and there has been a general shift away from consumer funding of agricultural programs to funding by taxpayers. These changes are making Japanese agricultural policies more transparent and more open to scrutiny. There is now recognition in Japan that the changes are irreversible and that agriculture will be faced with increasing competition from imports. |

In this paper annual data series covering 1955-56 to 1978-79 are used to estimate the elasticity of demand for both wine and beer. These are first estimated using a flexible functional form. The habit formation hypothesis and the role of social and demographic factors are also examined. The demand for wine in aggregate is estimated to be relatively price inelastic in the short run, while in the long run it is relatively price elastic. With respect to income, the demand for wine is shown to be relatively highly elastic. For beer, demand with respect to price and income is found to be relatively inelastic in the short run as well as in the long run. The food retailing sectors of the United States and Australia are large industries that are increasingly driven by consumer needs and wants. Both industries are changing to keep pace with social and economic developments. The premises are getting larger and one-stop shopping is becoming more common. The rationing of shelf spare has become an issue. Information technology is providing stores with better information on product movement and sales performance. There is a common movement away from city centres to affluent suburban centres. In Australia, the retailing industry is concentrated in fewer owners than in the US. Future research on retail concentration, trade with processors, and international competitiveness would be worthwhile. |

The consumer cooperative movement is the largest mass organisation in Japan, with more members than the agricultural cooperatives and trade unions. With the opening of the Japanese market to food imports, consumer cooperatives will play an increasingly important role. They will form relationships with foreign suppliers that will give these suppliers access to their members - a group of consumers who are perhaps the most affluent and discerning of Japanese consumers. They will require that their foreign suppliers produce products with residue levels lower than those the Japanese government sets. They may also apply pressure to foreign suppliers to adopt practices that are environmentally friendly. |
