Effects of Market Reform on Access to Food by Low-Income Households: Evidence from Four Countries in Eastern and Southern Africa AgEcon

This report analyzes the effects of grain market reform and food subsidy elimination in Eastern and Southern Africa on access to food for low-income consumers. The report also assesses the potential to use "self-targeted commodities" to improve vulnerable groups access to food though market development strategies and food aid programs. While much research has been devoted to understanding how producers and traders would respond to reform of staple food markets, relatively little is known about the potential or actual responses by consumers. The report presents recent findings from six household-level surveys in urban areas of Zimbabwe, Kenya, Zambia, and Mozambique between 1991 and 1994. This report is a synthesis of views presented at the Confronting the Silent Challenge of Hunger USAID Conference, June 28-29, 1994. The purposes of the conference were to provide information to assist AID in defining and articulating its development strategy related to agriculture and food security, to identify issues of consensus for incorporation into future AID strategy, and to identify critical issues of ongoing debate which need to be resolved.

This paper examines two questions: (1) what were the most important factors that led to differential rates of adoption of maize technology by farmers in Zimbabwe, Zambia, and Malawi from 1910 to 1995? and (2) what do these experiences suggest about strategic investments in institutions and organizations needed to create a sustainable environment for technology development and adoption in the future?
