Optimum Programmes for Irrigation Farms AgEcon

Parametric linear programming is used to derive optimum programmes for 590 different resource situations representing the range existing in the Murrumbidgee Irrigation Area of New South Wales. Enterprises comprising optimum plans included rice, commercial lucerne hay using farmer owned equipment, merino ewes x border leicester rams for spring lambing (carryover), linseed (or a 54 bushel wheat crop), sod-sown malting barley and grazing oats in rice stubble, grain feeding of sheep in autumn and early summer. EFFECTS ON FARM INCOMES AND RURAL LABOUR OF A RELATIVE INCREASE IN WAGES AgEcon

We use the concept of the elasticity of farm incomes with respect to changes in input prices to analyse the effects of a large increase in relative wages on selected measures of farm incomes. In order to estimate the elasticity of farm incomes we have to estimate elasticities and cross-elasticities of demand and supply for farm labour and capital. The estimates of elasticity of demand for operator and hired labour allow us to calculate the impact of a rise in wages on numbers of farmers and hired labour employed in agriculture.

Biotechnology can help confer traits in crops and livestock that enhance yields and quality and reduce costs, often with attendant benefits to the environment. In economic terms biotechnology offers the potential of substantially reducing the research time and costs of genetically enhancing crops and livestock. Biotechnology is viewed as a way of substantially lifting yield potentials in much the same way as conventional breeding did with the dwarfing genes leading to the Green Revolution in rice and wheat in the 1960s. The green revolution in developing countries magnified concern about the efficient allocation of agricultural research resources and the distributional consequences of alternative research resource allocation and technology design strategies. These concerns are being increasingly reflected in the planning, management and research activities of the international agricultural research centres. In this paper a description is given of how economists at one centre contributed their expertise to the ex ante analysis of some key issues in this complex milieu, such as the determination of research goals and priorities, the small-large farm dichotomy or nexus, income distribution and employment effects, human nutritional considerations and farmer risk attitudes.

GROWTH AND SIZE ECONOMIES OVER SPACE AND TIME: WHEAT-SHEEP FARMS IN NEW SOUTH WALES AgEcon

Time series and cross-sectional data for 18 years on 26 N.S.W. wheat-sheep properties are combined to test whether farms that grew in size over time reaped the postulated size economies derived from the cross-sectional statistical cost functions. Realised economies of farms that remained in the industry and changed in size during the 18-year period were found to be significantly greater than measured potential economies from 'static' cost functions would have suggested. The 'dynamic economies of growth' differed significantly amongst farms indicating there was no single economy of size curve along which farms moved.

"This paper evaluates the influence and impact that IFPRI research and related activities had on the initiation, evolution, and impact of the food for education (FFE) program in Bangladesh. It reviews the outputs from the IFPRI program and summarizes the perceptions of various stakeholders about the value and influence of these on the FFE program. A novel experimental evaluation methodology is used on household sample survey data to analyze the effects of FFE on schooling outcomes. Earnings functions are then estimated using national household income and expenditure survey data to assess the effect of schooling on earnings. USING INPUT DEMAND AND PRODUCTION FUNCTION MODELS TO ASSESS THE NET BENEFITS OF DAIRY HERD IMPROVEMENT AgEcon

Two methods of evaluating (the net social benefits of the dairy herd-improvement scheme operated by the New South Wales Department of Agriculture are described. The first involves derivation of 'an input demand' function for the herd-recording aspect of the scheme and use of this function to estimate the economic surplus (net of both private and public costs) provided by the service. The second approach involves deriving a production function for milk from which it is possible to estimate the contribution herd-recording and artificial breeding have made to increasing milk yields per cow. This study was commissioned by the Australian Centre for International Agricultural Research (ACIAR) to evaluate the economic impact of two projects (8201 and 8567) for which ACIAR provided support from 1982–89. Some Implications of Rice Price and Policy Changes for Irrigated Farms AgEcon

Parametric linear programming is used to determine the effect of various rice prices combined with the relaxation of acreage controls on the economic viability of the rice enterprise on farms in the irrigation areas of southwestern New South Wales. The relative effects of alternative rice marketing and production policies on the distribution of net incomes among farm size groups is also examined. On 300, 500, and 1,000 acre farms it was found that the price of rice could fall to $25 per long paddy ton before rice is deleted from optimum programmes. Farms in excess of about 400 acres would have had higher percentage net returns to capital and management if acreage controls were eliminated and rice was priced at "free" market levels in the period 1964-68...

Assessing the impact of rice policy changes in Viet Nam and the contribution of policy research AgEcon

The marketing and policy research on rice of the International Food Policy Research Institute (IFPRI) is described, and the conclusions and recommendations that emerged are discussed in the context of the decision-making processes in Viet Nam. The role of IFPRI's publication and communication activities in association with the project in informing the policy environment are discussed. It is clear these played a crucial role in building consensus among the disparate groups involved in the policy process. This aspect was widely acknowledged by partners and stakeholders as having high value.
