Marine and coastal activities are closely interrelated, and conflicts among different sectors can undermine management and conservation objectives. Governance systems for fisheries, power generation, irrigation, aquaculture, marine biodiversity conservation, and other coastal and maritime activities are typically organized to manage conflicts within sectors, rather than across them. Based on the discussions around eight case studies presented at a workshop held in Brest in June 2019, this paper explores institutional approaches to move beyond managing conflicts within a sector. L’objectif de ce travail est d’identifier les contraintes économiques à prendre en compte pour encourager l’investissement (public et privé) dans la restauration des écosystèmes aquatiques à partir du prisme de l’économie néo-institutionnelle. Au cours de ce travail nous avons mobilisé des matériaux et des méthodes variés qui nous ont permis d’identifier trois types de contraintes : des contraintes de coûts, des contraintes organisationnelles et des contraintes institutionnelles. Any analysis of the effectiveness of a public policy implies adopting a normative approach, i.e. defining “what should be” and then discussing the best way to achieve it. In the context of ecological compensation, this objective is defined as the achievement of equivalence between the losses related to a project and the gains linked to the compensatory measures. This equivalence is based on a substitution logic, which is the core concern of environmental economics. Influence of the Organization of Actors in the Ecological Outcomes of Investment in Restoration of Biodiversity ArchiMer

This paper investigates the consequences of the organization of actors on the performances of biodiversity restoration projects. It leans on an interdisciplinary framework that uses ecological engineering information to answer an economic issue following the transaction cost economics framework. Applied to four case studies, this analysis allows us to establish a direct link between the organization of restoration projects and their ecological performance and in fine on their reproducibility. In the end we show that projects that are embedded within flexible organizational forms are in phase with ecological engineering principles and are more likely to be replicated. One of the current major scientific challenges to sustain social-ecological systems is to improve our understanding of the spatial and temporal dynamics of the relationships between biodiversity, ecosystem functioning and ecosystem services. Here, we analyse the bundles of ecosystem services supplied by three coastal ecosystems (coastal lagoons, coral reefs and sandy beaches) along a gradient of eutrophication. In the United States, the Clean Water Act requires compensatory measures for aquatic ecosystems damaged by development projects. From the 90's to improve the quality of the system, we have seen the emergence of a market system to supervise the transactions related to the implementation of actions for compensation. The theoretical framework of neo-institutional economics states that the choice of the organization of a transaction is based on the minimization of transaction costs.
