Impacts of Alternative Implementations of the Single Farm Payment on Organi-cally and Conventionally Producing Farms in Austria Organic Eprints

In 2003, the Common Agricultural Policy underwent a substantial reform. Direct pay-ments that were linked to the production of certain crops and livestock were abolished. Alternatively, the Single Farm Payment was introduced in EU-15 Member States. We investigate the distributional consequences of alternative implementation choices for organic farms in Austria. Results show that net-returns of farms and the distribution of farm revenues depend on the particular implementation of the reform.

The aim of this study is to analyze alternative options of a Common Agricultural Policy (CAP) after 2013 and their consequences for farms in Austria. Projections about the development of agricultural markets are based on OECD-FAO forecasts. Using these price projections, three alternative policy scenarios have been developed for a period beyond 2013, which are compared with a baseline scenario. The three policy scenarios encompass different assumptions on specific measures in the dairy sector and higher modulation (13% versus the existing rate of 5%) as well as budget cuts in the first pillar of CAP of 30% and 50%, respectively. Group membership and certification effects on incomes of coffee farmers in Uganda Organic Eprints

Discrepancies in certification effects on smallholder incomes have been found in scientific literature. Unobserved farmer-group heterogeneity is a likely reason. For the long-standing Robusta coffee farmer-groups in Uganda, we find no significant effect of certification on net-farm income. But, we find 20 percentage point differences in net-farm income between certified and non-certified farmers explained by membership duration. In contrast, the recently founded certified Arabica coffee farmer-groups have positive net-farm income effects of 151 per cent, partly explained by a higher degree of vertical integration. With or without certification, long-standing group membership is found to have positive income effects.
