Groundwater and surface water in the South Platte River basin of northeastern Colorado are hydraulically linked. Consequently, use of groundwater in the basin reduces surface water flows in the South Platte River. To avoid open-access problems in this situation, both surface water and groundwater in the basin are jointly administered under the prior appropriation doctrine. This gives preference to the earliest developed water rights relative to later rights when water supplies are insufficient to meet all demands. Groundwater development typically occurred after surface water development, so rights related to groundwater are generally sufficiently junior as to be exercised only in the wettest years. FARMER EDUCATION AND ADOPTION OF SLASH AND BURN AGRICULTURE AgEcon

Education can play a critical role in moving farmers in developing countries away from environmentally harmful slash and burn agriculture. The present research examines the extent to which extension education can promote adoption of cropping systems other than slash and burn. Choice of cropping system by farmers in Cameroon, whether slash and burn, multiple crops, or mono-cropping, is modeled as a function of farm size, farmer educational level, and visits by extension personnel. Results indicate that higher visitation rates by extension personnel reduce not only the likelihood of farmers choosing slash and burn agriculture, but also promotes movement into mono-cropping. A time-series cross-sectional model of irrigation technology choice is developed for an irrigation district in California's Central Valley to show how changes in the relative price of irrigation water and variations in water supply over time influence the choice of irrigation system. Results indicate changes in crop mix and variations in water supply are at least as important as price in determining the choice of irrigation system.

Comparison of Regional and Statewide Impacts on Salinity Mitigation in the Arkansas River Valley AgEcon

The Arkansas River in Colorado has a major salinity problem, due to agricultural runoff caused by irrigation. It is necessary to see how on-farm net sales, regional and state employment and income levels are affected by alternative aquifer recharge rates. The positive impacts were greatest for the 40% recharge rate.

Increased international trade can affect production costs by promoting changing input and output prices and by promoting technological innovation. Econometric results suggest increasing state exports of agricultural products and rising US/Canada agricultural trade has shifted production costs from labor and material inputs towards capital and land and that trade-induced technological improvements have driven down production costs in the Great Plains.

MANURE BMP ADOPTION AMONG NORTH DAKOTA ANIMAL FEED OPERATIONS AgEcon

Regulations governing animal waste storage are primarily a state-level issue. Protecting water resources from animal waste contamination will depend upon how effective state-level animal waste regulations are in encouraging livestock producers to handle waste appropriately. Survey results from North Dakota indicate beef cattle feeding operations do not always comply with state regulations requiring adoption of manure storage BMP's. This is most likely due to incomplete inspection schedules by the regulatory agency. Statistical results suggest herd size plays a much larger role than regulation in promoting adoption of manure storage BMP's.

On-farm Manure Storage Adoption Rates: the Roles of Herd Size, Spreading Acreage and Cost-share Programs AgEcon

At a time when the general trend in concentrated animal feeding operations (CAFOs) is toward larger herds, proposed policy changes in the United States extend regulation downward to smaller operations and to manure-spreading acreage requirements. These are operations that typically have been subject only to state, not national, environmental regulations. How these smaller operations behave – in particular, what influences their manure handling decisions – is an important question given these proposed regulatory changes. This research examines the factors influencing the decision to adopt on-farm manure storage by smaller CAFOs in North Dakota raising a variety of different livestock.

BENEFITS OF CONTROLLING SALINE WATER IN COLORADO AgEcon

The Arkansas River in Colorado is confronted with a salinity issue; the majority of this salinity problem is due to agricultural runoff caused by irrigation. Reducing applications of irrigation water through adoption of more technically efficient irrigation systems is one means of improving water quality in the Arkansas River basin. This research uses positive mathematical programming to model the cropping practices of the farms along the Arkansas River. It examines the affect of acreage and profit levels of these farms given the choice of changing their irrigation technologies.

THE REGIONAL EFFECTS OF WATERLOGGING AND SOIL SALINIZATION ON A RURAL COUNTY IN THE ARKANSAS RIVER BASIN OF COLORADO AgEcon

Rural counties along the Arkansas River of Colorado are being negatively affected as a result of irrigation induced waterlogging and soil salinization. Mathematical programming is first used to estimate the direct costs of these effects on agricultural production, then input-output analysis is used to estimate the indirect and induced impacts that are occurring. The average direct loss to agricultural production in Otero County Colorado was estimated to be approximately $68/acre. When the indirect and induced impacts are included, the total costs associated with waterlogging and soil salinization are estimated to increase by approximately 20% within this county.

Bid prices were elicited for standard-label cookies, muffins, and potato chips and those identified as not including genetically modified (GM) ingredients using an experimental auction. Including a statement that the product did not include GM ingredients increased bids over those offered for standard-label products. Providing negative-biased information about the impact of GM crops on the environment increased the risk participants associated with GM foods, and positive-biased information decreased perceived risk. The United States Bureau of Reclamation has been exploring the use of water price as a tool for promoting water conservation. Raising water rates is an attractive means of reducing diversions from surface water systems supplied by the USBR. Rising water rates may promote ground water substitution. When irrigators have access to both surface and ground water, changes in the relative cost of each water source can encourage movement from one source to another. Ground water substitution will occur if the marginal cost of ground water becomes less than the price of surface water from the USBR. This research examines how differing frequencies of water use restrictions affected per-capita water demand in three medium-sized municipalities along the Front Range of Colorado during the 2002 drought. Preliminary results indicate that while one- or two-day per week watering restrictions limit per capita water use, voluntary restrictions may actually promote overuse of water as consumers prepare for more stringent restrictions.
