The application of the Water Framework Directive where farmers have alternative water sources AgEcon

This paper evaluates the possible consequences of decreasing in the amount of water provided by the irrigation board to the farms, and increasing in the unitary water charges that the irrigation board applies to the farms. The study has been conducted in a Mediterranean region of southern Italy where farmers can use water delivered by an irrigation board and by privately owned wells. The results of the analysis, performed by means of a mathematical programming model, show that in both cases farmers substitute the water supplied by the irrigation board with that extracted from farm wells. The decoupling of direct payments, caused by the introduction of the Single Payment Scheme (SPS), has generated an incentive for farmers to decrease the production of cereals, oilseeds and protein crops (COP) and (because of the reform of sugar CMO) sugar beet. In some cases, this has also provided a strong enough incentive for farmers to let some of the available land uncultivated in the years immediately following the introduction of the SPS. However, in the last few years, cereal prices have sharply increased under the pressure of a growing world demand. An attempt to modelling revenue insurance schemes at the farm level by means of Positive Mathematical Programming AgEcon

Farmers face increasing income uncertainty and the debate is growing on the role of insurance schemes and of public support in this field. This paper applies a PMP modelling approach that takes into explicit consideration risk aversion behaviour to test its applicability to evaluating the potential impact of insurance schemes. This is done by introducing a revenue insurance scheme into a model developed on a small group of crop farms in Italy. The paper represents a preliminary assessment of the soundness of the proposed approach. It identifies some limitations that should be overcome to improve the proposed approach. The Common Agricultural Policy (CAP) is a major driver of the environmental and social sustainability of the agriculture in the European Union (EU). Under the 2003 CAP reform, most direct payments to agricultural producers were decoupled from production. The Single Payment Scheme of the CAP: Entitlements Availability and Farmers Behavior AgEcon

The way entitlements are originally allocated among farmers and some conditions required to get the payments could affect farmer's willingness to trade land and entitlements. This paper - using a qualitative approach and some results of a farm based simulation analysis - explores how entitlements availability and other farm specific parameters affect land and entitlement shadow prices and farmers attitude to trade land and entitlement. The conditions under which this occurs, the role of taxing the exchange of entitlements and of both modulation and conditionality on exchange of entitlements are also studied.

Introducing deficit irrigation crop techniques derived by crop growth models into a Positive Mathematical Programming model AgEcon

There is a growing policy pressure to reduce water use in agriculture when this generates sufficiently large environmental benefits and increases the well-being of other water users. Several analysis investigate farmers’ response to water policy by means of mathematical programming models including Positive Mathematical Programming (PMP). The originals PMP methods refer only to activities observed in the reference period. However, under the pressure of new water policies, farmers can adjust not only their cropping patterns but also the irrigation techniques they use. In the agricultural sector, climate change (CC) affects multiple weather variables at different stages of crop cycles. CC may influence the mean level or affect the distribution of events (e.g., rainfall, temperature). This work evaluates the economic impact of CC-related changes in multiple climatic components, and the resulting uncertainty. For this purpose, a three-stage discrete stochastic programming model is used to represents farm sector of an irrigated area of Italy and to examine the influence of CC on rainfall and on maximum temperature.
