The purpose of this report is to assess the efficiency of the Ethiopian grain marketing system and identify some of the constraints on market participants which influence its performance. The main questions dealt with are: How is the grain marketing system organized and coordinated? Is the grain trade business composed of many small units competing one another or is it dominated by few large participants? What are the approaches followed by traders in buying, selling and pricing grain? Are there any barriers to entry, and if so, what are the major factors? Recent studies have shown that agricultural research can have high payoffs in Africa, but impact depends on how well technology fits with evolving needs and capacity in the agricultural sector and the rest of the economy. Structural adjustment policies (e.g., market liberalization, currency devaluation) and political change are transforming user demands for new technology and the economic environment in which technology must perform. The challenge is how to design agricultural research as a strategic input to promote broad-based economic growth, structural transformation, and food security in the increasingly market-driven, but fragile, economies of Africa. |

This paper grows out of earlier work on cotton by the Food Security Research Project. It is directed towards policy makers and private stakeholders in Zambia’s cotton sector, and has four main purposes: (a) To provide a detailed descriptive overview of the organization of the sector and of the behavior of key public and private participants in the sector; (b) To assess cotton’s role in smallholder livelihood strategies, and its competitiveness at the farm level with a key alternative crop–maize; (c) To critically evaluate recent policy initiatives in the sector and suggest key modifications that might be needed; and (d) To identify the primary challenges that the sector faces to ensure its future competitiveness in regional and international... |
