The development of agricultural commodity exchanges in Africa has become an increasingly popular strategy for addressing some of the ills plaguing African food markets, including poorly developed risk management systems, high transaction costs, and limited price discovery. However, despite substantial support from donors and, in some cases, national governments, commodity exchanges in most African countries are having difficulties getting off the ground. While previous studies (Rashid, Winter-Nelson, and Garcia 2010) highlight the fact that low trade volumes passing through African commodity exchanges limit their development, the question of why exchanges are thinly traded remains poorly understood. Using the Zambian Agricultural Commodity Exchange... |

Zambia's record-breaking maize harvest of nearly 2.8 million metric tons (MT) in 2010 is a major achievement and a testimony to what input subsidies, output price incentives, and favorable weather can do to elicit a major supply response. Maize-growing smallholders harvested more than in previous years and so have more to eat. Public markets are currently well stocked with maize grain, to the benefit of urban consumers and maize-buying rural households. Farmers who were able to sell their crop to the Food Reserve Agency (FRA) at K65,000 per 50-kg bag, a price well above market levels, have clearly benefited from the bumper crop and FRA‟s involvement in maize marketing. The FRA‟s high buy price and purchase of nearly 900,000 MT of maize are also likely to... |

Based on the findings of this study, the following actions are proposed for consideration by the Government of Kenya: 1. Raise public investment in maize seed breeding and agronomic research to make it possible for improvements in smallholder crop productivity. Based on research evaluating the returns to alternative investments in agriculture, public expenditures in maize seed breeding and agronomy may constitute the single most important investment to promote broad-based productivity growth and poverty reduction in Kenya. 2. Explore options for improving public and private extension programs to enable farmers to adopt improved farm technologies generated from point 1. 3. Examine options for bringing more land in Kenya under potential cultivation by... |

This technical compendium was developed to serve two interrelated purposes: 1.To assist in the development of USAID Zambia’s Feed the Future (FtF) strategy by providing a broad empirical analysis of the current conditions and historical trends shaping Zambia’s agricultural and food sector; and 2. To serve as a technical reference for organizations tasked with designing and implementing programs associated with FtF. |
