Few researches in Brazil have undertaken the issue of quantification and qualification of public expenditure in S&T and Innovation devoted to agriculture and livestock. This paper presents an innovative evaluation and provides inedited information for public and private decision makers. Expenditure undertook by 48 Brazilian research organizations was evaluated. This set of organizations comprised the universe of federal and state institutes and agencies, as well as some other non-profit organizations, which gave support to research in agriculture and livestock. The evaluation of the performance of rural enterprises is usually based on financial and productive factors. Indicators related to personal and family aims are rarely considered under such perspectives. In this context, this research proposes a systemic model for managing family farming. The conceptual model reveals, by using financial and non-financial performance indicators, the interaction of family needs and the production and financial oriented approaches that occur in this type of business. The present paper aims to propose an analysis and relation methodology of financial perspective, the customer perspective, the internal process perspective and the learning and growth perspective, in the same way as treated for Balanced Scorecard (BSC). The innovation, in this sense, is the treatment of all these factors together, searching to identify the cause-effect relations. O Brasil é o principal player do mercado mundial de carne bovina, sendo que São Paulo se destaca como maior exportador e segundo maior produtor nacional do produto. Porém, o Estado vem perdendo market share, pois nos últimos anos a maior parte dos investimentos produtivos têm se concentrado no Centro-Norte do país. Através do levantamento de dados estatísticos, de revisão bibliográfica e de entrevistas com agentes-chave, o presente estudo identificou os principais aspectos críticos da competitividade da cadeia produtiva da carne bovina de São Paulo.
