The situation analysis and perspectives on food security West Africa shows a widening gap between the needs of consumption and nutrition and food availability at Global countries, households and individuals. Low gains productivity in food production and import capacity are the major constraints to the achievement of security Food in the region. The agricultural growth becomes the prerequisite for improving the food situation.

THE REFORM OF RICE MILLING AND MARKETING IN THE OFFICE DU NIGER: CATALYST FOR AN AGRICULTURAL SUCCESS STORY IN MALI AgEcon

This chapter focuses on how changes in the rules regarding who could compete in rice milling in the ON combined with technological change in rice production and new macro-economic policies (particularly the CFA franc devaluation) to lead to a transformation of rice production and marketing in the ON. The chapter also pays particular attention to the synergies between technological changes in rice production, the introduction of new marketing and macroeconomic policies, and the evolution of institutions governing rice production in the ON on the transformation of agriculture in this region of Mali.

Improving the Impact of Market Reform on Agricultural Productivity in Africa: How Institutional Design Makes a Difference Abstract: This paper reviews the emerging empirical record of agricultural marketing policy reform and agricultural productivity, drawing from research on food access and agricultural productivity supported by USAID’s Africa Bureau on seven countries in West, Eastern, and Southern Africa. We also examine key factors constraining past and future performance of the food systems in these countries. The paper concludes by identifying a set of policy issues for further consideration that would help provide the investment incentives to promote productivity growth for the millions of low-input semi-subsistence rural households in the region.

Recent Developments in the Theory of Agricultural Cooperation AgEcon
Staatz, John M..
North American agricultural economists are beginning to reexamine fundamental issues in the theory of agricultural cooperation. Since 1980, a number of researchers have explored the basic nature of farmer cooperation; the theoretical benefits and limits to cooperative enterprise; and the implications of these for cooperative members, managers, and public policy. This paper describes and evaluates recent theoretical developments, outlines remaining areas of conflict and gaps in the theory of agricultural cooperation, and discusses topics for future research. It concludes that the most promising area for current research may be in testing hypotheses arising from recent theoretical work.

Recent studies have shown that agricultural research can have high payoffs in Africa, but impact depends on how well technology fits with evolving needs and capacity in the agricultural sector and the rest of the economy. Structural adjustment policies (e.g., market liberalization, currency devaluation) and political change are transforming user demands for new technology and the economic environment in which technology must perform. The challenge is how to design agricultural research as a strategic input to promote broad-based economic growth, structural transformation, and food security in the increasingly market-driven, but fragile, economies of Africa.

This report is a brief survey of WTO agreements and their implications for the West African economies (including Chad). This paper provides a systematic definition of food security, focusing on its different dimensions; examines the nature and magnitude of the different dimensions of food insecurity in developing countries; discusses the difficult tradeoffs that policy makers face in trying to address food security’s multiple dimensions simultaneously; and explores promising new approaches to address food insecurity. The geographic focus is on Sub-Saharan Africa and South Asia, where the majority of the world’s food insecure people live.

The high costs of rehabilitating and/or expanding government-managed irrigated schemes in Mali (Office du Niger) has prompted policy-makers and researchers to explore the potential for the underdeveloped farmer-managed bas-fond to contribute to ensure an adequate rice supply and increase rural households' incomes. Because little is known about nas-fond rice production in Mali, this paper analyzes its financial profitability based on data collected from a random sample of 221 farmers. Data analysis revealed that there are numerous rice production systems in the bas-fond. Budget analysis showed that the four most common bas-fond production systems yield higher returns than the opportunity cost of labor and they are more profitable than the main upland...
