A model of bank rural lending in Australia for the period 1950/1973 is constructed to measure the effects of various rural credit policies on bank rural advances. Results indicate that rural sector bank deposits did not influence the rural sector's share of advances; Farm Development Loan Fund loans simply replaced overdraft advances; rural borrowers were not discriminated against in periods of tight credit; interest rate concessions induced a greater proportionate reduction in the rural share of advances. |

Studies evaluating efficiency of resource use on farms and farmer welfare have commonly failed to specify the precise nature of problems often described in terms such as 'low-income'. Hence superior, alternative welfare and resource use positions, of interest to the policy formulator, are inadequately specified. Additionally, criteria used in these studies have often been invalid or inappropriate. This paper examines the theoretical and operational bases of efficiency and welfare criteria. |

Agricultural policy has been analysed systematically in Australia but the process of policy formation is not well understood. Distributional dimensions of policy issues influence decisions and policy analysts might improve their performance by better identification of these dimensions without neglecting basic efficiency criteria. These propositions and the functions of policy advisers are considered in this paper. |
