Introduction: In the European Union, organic farming has experienced a dynamic development in the 1990s, in part debited to financial support from agricultural policy measures. The most commonly used argument in support of organic farming is its positive environmental effects. However, support of organic farming practices on those grounds is only justified if these actually result in less negative environmental impacts than conventional farming. Stolze et al. Zusammenfassuung: In diesem Bericht werden die wissenschaftlichen Ergebnisse nationaler und internationaler Studien zu den gesellschaftlichen Leistungen des Biolandbaus zusammengefasst. Als Referenzen werden dabei sowohl die konventionelle wie auch die integrierte Landwirtschaft herangezogen. Es ist den Autoren bewusst, dass alle Landwirtschaftsmethoden in der Schweiz und im Ausland eine grosse Streubreite aufweisen, da der Einfluss der regionalen sozioökonomischen Rahmenbedingungen, der Standortfaktoren, der Betriebsleiter und der unterschiedlichen staatlichen und privaten Regulierungen gross ist. This report presents an analysis of national and supranational organic farming policy networks in Europe. The aim of the national level analysis is to examine the different structures of policy making and how these depend on the country-specific conditions. The aim of the EU level analysis is twofold: firstly, the political structure of organic farming is examined in the context of the Common Agricultural Policy (CAP); secondly, the research investigates the attitudes of EU level policy makers towards organic farming and their acceptance of specific organic farming policy instruments.

Since 1993, the Swiss federal agricultural policy has been providing financial support for organic farming via area payments. Like other voluntary agri-environmental measures (AEM), these payments are intended as incentives for farmers to comply with defined production standards. Such payments lead to better environmental performance, as compliance with organic production standards averts negative and provides positive external effects compared to conventional or integrated farming (CRER, 2002). Abstract This paper focuses on non-linear programming models and their suitability for ex-ante evaluations of agri-environmental policies on sector level. An approach is presented to compare organic farming payments as a multi-objective policy, with other, more targeted agri-environmental policies in Switzerland. The Swiss version of the comparative static sector-consistent farm group model FARMIS is able to group the sector’s farms into organic and non-organic farms and optimise them separately. Kaufentscheidungen beeinflussen massgeblich die Nachfrage nach Biolebensmitteln. In der Studie «Biobarometer Schweiz» wurden Konsumentinnen und Konsumenten im November 2015 mit einer standardisierten Befragung zu ihrem Kaufverhalten befragt. Ziel der Befragung war es zu untersuchen, von welchen Faktoren die Kaufentscheidung für Biolebensmittel abhängt, und zu ermitteln, welche Aspekte in der Kommunikation gegenüber den Konsumentinnen und Konsumenten relevant sind. Der ökologische Landbau war ursprünglich ein Teilbereich der Landwirtschaft, der sich weitgehend unabhängig von staatlichen Einflüssen entwickelt hat. Seit Ende der 80er Jahre des vorigen Jahrhunderts nahm der direkte staatliche Einfluss zu, und heute gibt es kein EU-Land mehr, indem der ökologische Landbau nicht direkt durch staatliche agrarpolitische Maßnahmen gefördert wird. Die wichtigste Begründung, die für die politische Förderung des ökologischen Landbaus genannt wird, sind seine positiven Umwelteffekte. Zusammenfassung Die Entwicklung des ökologischen Landbaus in Europa ist im Wesentlichen durch zwei Faktoren geprägt: Durch die Verbrauchernachfrage nach Öko-Produkten und durch die staatliche Förderung über Flächenprämien und Richtlinien-definition. Diese Datensammlung ist als Hilfsmittel für die Betriebsplanung gedacht. Es stellt standardisierte Produktionsverfahren des Ökolandbaus in Baden-Württemberg dar, wobei die wichtigsten Verfahren des Ackerbaus, der Rindviehhaltung, des Feldfutterbaus und des Grünlandes aufgeführt sind. Die Ausgleichszahlungen und Prämien sind bis zum Jahr 2002/2003 aufgeführt: Für die Deckungsbeitragsrechnung wurde das Jahr 2002/2003 berücksichtigt. Als Maßnahme des MEKA (Marktentlastungs- und Kulturlandschaftsausgleichsprogramm) ist die Beibehaltung des ökologischen Landbaus in die Berechnung mit einbezogen.

This paper presents a new approach to evaluate the cost effectiveness of agri-environmental policies at sector level. Policy uptake, cumulative environmental effects and public expenditure are identified as the main determinants of cost-effectiveness. On the basis of the sector-consistent, comparative-static, farm group model FARMIS, the determinants of policy cost-effectiveness at sector level are addressed.
