This research provides empirical support for divergence between WTA and WTP, based on results from a 2002 survey of Nevada ranchers. WTP for public forage and WTA compensation to part with grazing rights are estimated simultaneously, with the estimators demonstrating a statistically significant divergence while enabling identification of ranch characteristics that influence the discrepancy in valuations. We conclude that ranching lifestyle (quality of life) accounts for some of the difference between WTP and WTA. |

This paper has three main objectives: (1) to investigate whether the four-quadrant approach introduced by Maini (2003) reveals a useful typology for grouping countries by GDP and forest cover per capita, (2) to determine if the framework can enhance our understanding of the relationship between forest cover and GDP per capita, and (3) to investigate why countries in the four-quadrant world occupy different quadrants, and to determine the principal factors affecting country-movement across and within the individual quadrants. We present estimates of the demand for hunting licenses by residents and non residents in British Columbia for the period 19712000. We obtain estimates of both short-run and long- run price elasticities and discuss their revenue implications for future fee increases. We find the demand by non residents to be strongly correlated with U.S. income variation over the business cycle, but find no such role for cyclical income variation for resident hunters. The ability of the government to increase revenues from resident hunters turns out to be limited, particularly in the long run, while greater opportunities exist to raise revenues from U.S. hunters as short- and long-run price elasticities of demand are quite inelastic.
