The WMO-IOC Joint Technical Commission for Oceanography and Marine Meteorology (JCOMM) has devised a coordination mechanism for the fit-for-purpose delivery of an end-to-end system, from ocean observations to met-ocean operational services. This paper offers a complete overview of the activities carried out by JCOMM and the status of the achievements up to 2018. The JCOMM stakeholders consist of the research and operational institutions of WMO members and the IOC member states, which mandated JCOMM to devise an international strategy to move toward the achievement of the United Nations Sustainable Development Goals. The Global Temperature and Salinity Programme (GTSPP) is a joint program of the International Oceanographic Data and Information Exchange (IODE) and the Joint Commission on Oceanography and Marine Meteorology (JCOMM°. The document summarizes the GTSPP progress made covering the past two years period 2009-2010 and shows how GTSPP continues to develop in response to evolving needs. It also provides the GTSPP work plan in 2011 and 2012-2013. The GTSPP bi-annual report gives the detailed information about the program and progress made during the inter-session period. A draft GTSPP bi-annual report for 2009-2010 has been completed and is posed at the GTSPP Web Site.
