The rise of a western-style middle class in many successful emerging economies like China currently is inducing deep structural changes on agricultural world markets and within the global agri-food business. The paper provides an explanation for the wide variation in agricultural labour adjustments during transition. In particular, we analyse how various factors including initial conditions, price liberalisation, subsidy cuts, and institutional reforms affecting ownership of assets and the governance and organisation of agricultural production have affected labour use in agriculture. We conclude that all these factors have affected agricultural employment, and that especially the institutional reforms are key to understanding the remarkable differences in agricultural labour adjustments among transition countries. |

Studies on efficiency changes in transition agriculture yield mixed results. This paper develops both a theoretical model and an empirical analysis of how distribution of efficiency scores changes with the various stages of transition. We use a unique set of representative farm survey data to calculate farm level efficiency scores, compare the efficiency distributions of different transition countries and correlate these with various indicators of particular reforms. Our study indicates that, in particular, general institutional reforms and reforms focused on market institutions and on reducing market imperfections in input and output markets have an important positive impact on farm efficiency. |

Reform in the transitional economies can be characterized by large falls in agricultural output and by strong decapitalization of the agricultural production system. A key factor has been the disruption caused by the breakup of the pre- reform, vertically integrated, centrally planned, contracting system within the agri- food supply chain. In the early 1990s the Polish economy was opened up to global forces, increasing competitive pressure, raising standards, and inducing an inflow of foreign products and investment. This paper studies the impact on the dairy sector in Poland. We combine statistical data with evidence from interviews with company managers and household survey results to identify the impact of these forces, both on processing companies and on their suppliers. Our analysis shows that the globalisation process, through a complex interaction of public and private incentives, has contributed to important increases in company investment and product quality, and in enhanced access to credit and technology for local suppliers. This paper studies agricultural investments and financing in Polish agriculture, with emphasis on the dairy sector. Agriculture, predominantly on small farms, remains a dominant sector in Polish rural areas. Dairy plays an important role since many of the small farms have at least some milk production. The paper combines insights from other studies with conclusions from a study on financing and investment in the Polish dairy sector. Specifically, dairy farms and dairy companies in northern Poland have been surveyed to analyze who has made investments and to what extent their investments have been financed by loans from banks or via trade credit from dairy companies. |

All agricultural markets are subjected to institutional regulations that – in one way or another –affect the functioning of these markets, and this is no different for the agricultural land market in the EU. In this paper, we describe the existing regulations in the sales markets for agricultural land in selected EU member states and candidate countries. The analysis focuses on three types of sales market regulations and institutions: quantity regulations, price regulations and transaction costs. The differences in the regulatory framework between land acquisition and ownership by domestic and foreign investors are analysed, as well as the taxes associated with land sales and ownership, zoning regulations and market imperfections. |

After the fall of the Berlin Wall at the end of the 1980s, dramatic institutional and economic reforms took place in countries in Eastern Europe and the former Soviet Union. Agriculture was dramatically affected by these changes in policies. There are significant differences among reform policies in transition. However, most implemented substantial reforms in price and trade policies; privatization of property rights of land, farms, and agri-food businesses; and reforms of the institutions governing exchange. This paper assesses econometrically the contribution of aid to output growth in a panel of twenty transition countries over nine years (1989-1997). The study finds a positive and statistically significant relationship between foreign aid and growth. A second result is that the positive effect of aid seems to be stronger when associated with economic liberalisation. The above findings are important, particularly in light of recent scepticism on the role of aid on developing country economic growth and the recent declining trend in aid commitments from industrialized countries. |

This paper describes recent developments in sales markets of agricultural land in selected member states of the European Union and its candidate countries. Analysis focuses on the importance of the sales market for agricultural land, the average size of transacted plots, and the evolution and magnitude of the land sales prices. The share of agricultural land sold on the market is relatively stable in most of the old member states, with the exception of Finland, the Netherlands and the UK, where a more dynamic market is observed.
