The objective of this study was to analyze the aggregate agriculture production function for the state of Minas Gerais. The analysis was accomplished in two phases. First, we separate the municipalities in terms of the productive efficiency, using the non-parametric approach of data envelopment analysis. In a second phase, a translog production function was adjusted for the efficient groups and for the inefficient ones, whose parameters were obtained by the ordinary least square method. This article indicates an analytic procedure that can subsidize the estimate of production functions more coherent with the reality, in the sense that relaxes the neoclassical assumptions that the firms are efficient. The results were coherent, once it was possible to...

Relações de produção na pecuária leiteira: um estudo de caso das respostas da produção aos preços mensais AgEcon
Ferreira Junior, Silvio; Teixeira, Erly Cardoso.
It is intended to verify the relations between input and products concerning to replaceability or complementarity, as well as the impacts of monthly variations on product prices (milk and meat) and input (fuels, work, concentrate) in the production system in Brazil that possess cows of 2.000 to 3.000 kilograms of milk for nursing. The results show that monthly variations in prices paid or received by producers cause considerable monthly changes in the markets for milk and the input considered.

Agricultural Credit Interest Rate Equalization Policy: A Growth Subsidy? AgEcon
Castro, Eduardo Rodrigues de; Teixeira, Erly Cardoso.
The Brazilian Interest Rate Equalization System (IRES) subsidizes farmers by providing them with credit at lower than market interest rates. The objective of this research is to evaluate the IRES by comparing its monetary cost with its benefits as measured by Brazilian GDP growth. Estimates are carried out using input-output matrix. The results suggest that each Brazilian real spent by IRES to assist Brazilian family farms increases Brazilian GDP by R$ 1.75 and that each real spent to assist commercial farms increases GDP by R$ 3.57. The IRES is a subsidy that generates economic growth greater than its cost to society.

SEPARABILIDADE DE FATORES DE PRODUÇÃO NA ESTIMAÇÃO DE FUNÇÕES TRANSLOG DE CUSTO AgEcon
Neto, Armando Chinelatto; Teixeira, Erly Cardoso.
The objective of this paper is to evaluate the aggregation of production factors in a variable called Inputs in coffee production in Brazil. A translog cost function and a separability test are used, based on estimates of the Allen-Uzawa partial elasticity of substitution. The results demonstrate the possibilities of input separability analyses. Input substitutability relations and other effects, such as exchange rate devaluation, on each production factor, can be examined.

IMPACTS OF DOHA ROUND ON THE AGRIBUSINESS OF BRAZIL, CHINA AND INDIA AgEcon
Pereira, Matheus Wemerson Gomes; Teixeira, Erly Cardoso; Razap-Skorbiansky, Sharon.
The central themes to be addressed during the Doha Round of world trade negotiations are the reduction of the agricultural production and export subsidies, and improved market access for agricultural and non-agricultural goods. The G-20 group wields enough power to press negotiations at the Doha Round toward lower agricultural trade barriers and production and exports subsidies. The objective of this study is to determine the impacts of four possible Doha Round scenarios on the economies of Brazil, China, and India. The scenarios are examined using the Global Trade Analysis Project’s (GTAP) general equilibrium model and database. Scenarios focusing on the reduction of agricultural production and export subsidies are studied. The scenarios are then analyzed...

Effect of infrastructure investments on total factor productivity (TFP) in Brazilian agriculture AgEcon
Mendes, Sergio Magno; Teixeira, Erly Cardoso; Salvato, Marcio Antonio.
Since the 1980s, the investments in infrastructure have been significantly reduced, jeopardizing Total Factor Productivity (TFP) and competitiveness of Brazilian agriculture. The Solow growth model with panel data is used to estimate TFP. An adaptation of the Zhang and Fan (2004) model for India, using the Generalized Method of Moments (GMM), is applied to study the effects of infrastructure investments on TFP. The lack of such investments in Brazil caused the effects to be larger and with lag periods smaller than in other countries. These investments affect TFP in the first years, and the study suggests that the return occurs in the period from zero to two years. Among the analyzed infrastructure elements, investments in roads have the greatest impact on...

Economic Impacts of Brazilian Indirect Tax Reduction: An analysis of the competitiveness within MERCOEURO AgEcon
Pereira, Matheus Wemerson Gomes; Teixeira, Erly Cardoso.
The objective of this paper is to determine the effects of the creation of MERCOEURO stemming from an indirect tax reduction in the Brazilian economy. Four different scenarios were analyzed taking into account the elimination of tariffs on imports among the member countries in the MERCOEURO agreement and a 10% reduction in the indirect taxes on the final consumption, on intermediary inputs, and on sectors production. Simulations are run using GTAPinGAMS with the GTAP database version 6.0. The creation of the MERCOEURO generated significant results mainly in the agribusiness sector. A reduction in the indirect taxes on final consumption and over the intermediate inputs improve the competition and generate gains in growth, welfare, and government...

EFEITOS DE UMA DESONERAÇÃO TRIBUTÁRIA NA ECONOMIA BRASILEIRA EM CENÁRIOS DE CRIAÇÃO DA ÁREA DE LIVRE COMÉRCIO DAS AMÉRICAS (ALCA) AgEcon
Pereira, Matheus Wemerson Gomes; Teixeira, Erly Cardoso.

Effects of the rural credit subsidy on economic growth and welfare of Brazilian regions AgEcon
Cardoso, Debora Freire; Teixeira, Erly Cardoso; Gurgel, Angelo Costa; Castro, Eduardo Rodrigues de.
The objective of this paper is to evaluate the impact of government spending with the Interest Rates Equalization (IRE) policy on the economic growth of Brazilian regions. Additionally, it aims to measure the opportunity cost of the subsidy in relation to an alternative application in the transportation sector. The model, database, and software from the General Equilibrium Analysis Project of the Brazilian Economy (PAEG) are applied to the simulations. The result shows that the IRE policy provides economic growth in the Midwestern, Northeastern and Southern regions above the cost of the policy. Besides, in the Northern and Southeastern regions, there is a decrease in the GDP. For Brazil, the policy is cost-effective and offers a 34% rate of return....

Economic Loss to the Brazilian Regions Due to the Doha Round Failure AgEcon
Pereira, Matheus Wemerson Gomes; Teixeira, Erly Cardoso; Gurgel, Angelo Costa.
We build a database and model to develop general equilibrium analysis of the Brazilian economy at the level of the five macro regions. The model is multiregional at global level as also at the Brazilian level. The project is coupled to the GTAP model through disaggregation of the original Brazilian input-output matrix and trade flows and follows the GTAPinGAMS structure and syntax to generate the General Equilibrium Analysis Project for the Brazilian Economy (PAEG). The regional database is that of the GTAP version 6 and represent the 2001 world economy. We aggregate the data in seven regions plus the five Brazilian sub-regions and nineteen commodities/sectors to apply the scenario Doha Round to determine the probable losses to the Brazilian regions from...

Mudança da composição agrícola em duas regiões de Minas Gerais AgEcon
Santos, Fernando Antonio Agra; Faria, Roberto Araujo de; Teixeira, Erly Cardoso.
This work analyzes the changes in area under cultivation that occurred between 1985 and 1995/1996 in the meso-regions Triângulo Mineiro/Alto Paranaíba and Zona da Mata in the state of Minas Gerais, Brazil. The analysis was conducted in two methodological stages. First, variation in the area under cultivation for a particular crop was disaggregated into variation due to change in regional agricultural scale and variation due to the substitution effect. Second, an econometric model of the crop that had the greatest growth in cultivated area and highest substitution effect index was developed to identify the main factors responsible for these high figures. It is observed that the area under rice cultivation was reduced in all regions, a fact related to the...

IMPACTS OF FTAA AND MERCOEURO ON AGRIBUSINESS IN THE MERCOSUL COUNTRIES AgEcon
Teixeira, Erly Cardoso; Cypriano, Luiz Alberto.
Focusing on changes in agricultural policy, this paper examines the economic impacts on MERCOSUL member country economies arising from the creation of the Free Trade Area of the Americas (FTAA) and a free trade area between MERCOSUL and the European Union (MERCOEURO). Four simulations are run using the Global Trade Analysis Project's (GTAP) applied general equilibrium model. The results suggest these new trade alliances would cause an increase in MERCOSUL agribusiness production and a decrease in manufactures production. In all scenarios, agricultural trade flows are greatly altered, expanding MERCOSUL agribusiness exports. Economic growth for the MERCOSUL countries increases only in the MERCOEURO scenarios. The elimination of agriculture production and...
