This study presents a procedure to estimate expenditure and price elasticities of food commodities from cross-sectional data. There are two problems with the use of cross-sectional data: First, priceinformation is not sufficient in these data. To derive “adjusted prices” from cross-sectional data an approach of COX and WOHLGENANT is applied. Second, zero expenditures for some commodity groups can be observed. To avoid selectivity bias a generalization of the HECKMAN procedure is employed. Both, the adjusted prices and the bias correction are included in a Linear Expenditure System. The Taste for Variety: A Hedonic Analysis 31

Based on the model of consumers' variety-seeking behavior introduced by Anderson et al. (1992), this paper derives a hedonic price function for a households' consumption bundle. The price a consumer pays for her consumption bundle reflects the values of the underlying attributes of goods purchased but also accounts for any preference for variety that she might have. The empirical analysis is conducted for 3,240 German households and their expenditure on 182 different soft drinks over a six-month period. We find that consumers have a preference for variety in food consumption, ceteris paribus. This paper presents price and income elasticities of food demand in Germany. Using cross sectional data from the 2003 German income and consumption survey a Linear Approximate Almost Ideal Demand System is employed. Two aspects which have to be taken into account when using cross-sectional data are insufficient price information and zero expenditures. An approach of COX and WOHLGENANT (1986) is applied to derive quality adjusted prices. In order to take into account censoring of the dependent variables a procedure of SHONKWILER and YEN (1999) was employed. A high expenditure elasticity is found for meat demand. Food Safety and Risk Perception in a Changing World 31

This paper presents an analysis of food risk perceptions of German consumers over the eleven year period from 1992 to 2002. Using factor analysis, we analyse the respondents general risk attitudes and the specific perception of food safety risks. General risk attitude are described by variables relating to environmental, lifestyle and food risks. Food safety concerns are grouped into concern about use of biotechnology, about residues, about unhealthy eating habits, and about natural contaminants. An ordered probit analysis identifies the characteristics that explain the importance consumers attribute to these different food safety risks. FAT TAX: A POLITICAL MEASURE TO REDUCE OVERWEIGHT? THE CASE OF GERMANY 31

Using an Almost Ideal Demand System food price elasticities for German households are calculated. These elasticities serve as a basis to simulate the effect of the substitutions of different food types due to a tax on saturated fat. The change of food structure causes effects on the energy and nutrient supply of individuals as well as, on consumer welfare. These effects are analyzed for different German household groups. It is found that decreases in energy and fat intake are small but potentially effective especially for low-income households.
