On the Role of Government in Food Staples Markets: Perspectives from Recent Research and Implications for Mozambique AgEcon
Tostao, Emilio; Tschirley, David L..
This brief reviews results of applied research regarding the role of government in staple food markets in East and Southern Africa. The purpose of the brief is to draw lessons for Mozambique as it decides how to use the grain storage silos it has been building since 2009. The authors suggest that: Mozambique is in an unusually strong position to take advantage of private sector activity to stabilize prices over time and space; Additional investment in road and rail infrastructure, incentives, and institutions, would help bring down transaction costs and allow private action to further stabilize prices; Additional stabilization, for those times when Mozambique has to rely on imports from the world market beyond what they normally make, could be obtained in...

Improving Information and Performance in Grain Marketing: an Assessment of Current Market Information Systems, and Recommendations for Developing a Public Grain MIS AgEcon
Tschirley, David L.; Diskin, Patrick K.; Molla, Daniel; Clay, Daniel C..
This paper focuses on one dimension which is at the core of all modern economies: how to provide private and public agents with timely and accurate information regarding current and expected future market conditions. Its objective is to show the need for a public market information system for agricultural markets in Ethiopia, and to present concrete proposals that can be reviewed, debated, and modified as necessary by the relevant Ethiopian authorities in collaboration with Food Security Research Project (FSRP) personnel.

Food Crises and Food Markets: Implications for Emergency Response in Southern Africa. AgEcon
Tschirley, David L.; Jayne, Thomas S..
Concern about humanitarian crises in southern Africa, especially in light of the surge in world food prices since 2007, has been accompanied by calls for direct government action in food markets. This paper reviews how Zambia, Malawi, and Mozambique handled private food markets during the food crises of 2001/02, 2002/03, and 2005/06, which may provide important lessons for the management of future crises. Lack of trust between government and traders can lead to behavior that undermines the interests of each and harms consumers and farmers; Malawi and Zambia have persistently fallen into this trap while Mozambique has partially avoided it. Empirical policy analysis can make an important contribution to resolution only within a consultative process involving...

Agricultural and Food Security Policy Analysis in Central America: Assessing Local Institutional Capacity, Data Availability, and Outcomes AgEcon
Tschirley, David L.; Flores, Luis; Mather, David.
Performance of the agricultural sector in developing countries is fundamental to ensuring robust and equitable economic growth and broad-based food security. Yet donor support to agricultural development in developing countries has declined continuously for 30 years. This same period saw dramatic deterioration in developing countries’ institutional capacity to provide services to their agricultural sectors. These trends may now be changing, due in part to the global food price crisis of 2007 and 2008 and concerns that it unleashed about the world’s ability to feed its poorest inhabitants. This paper reports on the results of a two week trip to Guatemala and Nicaragua made by Michigan State University’s Food Security Group. The purpose of the trip was to...

Staple Food Market Sheds in West Africa AgEcon
Haggblade, Steven; Longabaugh, Steven; Boughton, Duncan; Dembele, Niama Nango; Diallo, Boubacar Cisse; Staatz, John M.; Tschirley, David L..
This paper aims to identify the geographic extent of major staple food market sheds in West Africa as well as the major trade corridors that link surplus producing areas with the deficit markets they serve. The method employed combines data on the spatial distribution of rural and urban population, maps of differing food staple zones, crop production data and consumption patterns as described in an array of recent household surveys to map major urban food markets as well as principal surplus production zones. Expert knowledge from traders and other market monitors in the region enable the authors to identify the major commodity flows linking the markets with their major supply zones. These efforts aim to summarize a large volume of information simply and...

The Evaluation of the Impacts of Title II Monetization Programs for Wheat and Crude Edible Oils in Mozambique, 1997-2007 AgEcon
Donovan, Cynthia; Zavale, Helder; Tschirley, David L..
From 1997-2007, the United States Agency for International Development (USAID) Title II monetization programs sold more than US$200 million of food aid wheat and unrefined vegetable oils in Mozambique. This research has three objectives: 1) to document the lessons learned from past monetization programs in Mozambique; 2) to identify the intended and unintended effects of monetization in Mozambique; and 3) to document indirect successes as a result of using monetization in Mozambique, if any. Monetization programs in Mozambique prior to 1997 demonstrated positive effects on market development and contributed to food security in a critical period. During later periods, the monetized food aid displayed the negative effects of uncoordinated food aid deliveries...

Assessment of Kenya's Domestic Horticultural Production and Marketing Systems and Lessons for the Future AgEcon
Tschirley, David L.; Ayieko, Miltone W..
After reviewing trends in the production and marketing of fresh produce for the domestic market in Kenya since 1997, this paper presents detailed information on the structure of the flow of this produce from rural areas to wholesale markets in Nairobi and from those wholesale markets to assorted retail markets. Market shares are estimated by product for geographic areas supplying Nairobi, and for each important wholesale and retail market in the city. It is found that horticultural production for the domestic market is keeping up with rural population growth but not with the much faster urban population growth. The urban wholesaling and retailing system has decentralized dramatically and with little planning over the past two decades in response to lack of...

Do Brokers Help or Hinder the Marketing of Fresh Produce in Lusaka? Preliminary Insights from Research AgEcon
Tschirley, David L.; Hichaambwa, Munguzwe.
Brokers are agents who arrange sales without taking ownership of the commodity, earning their money on a commission. Brokers are a common but often controversial presence in wholesale markets of East and Southern Africa. Efficient brokering can be beneficial by matching buyers and sellers more effectively than if each had to search independently for someone to transact with. Yet buyers and sellers can be harmed if brokers are able to behave in uncompetitive, collusive, or unethical ways. In Soweto market of Lusaka, common complaints lodged by sellers are that brokers force sellers to use them by threatening the security of the sellers’ produce, and that the brokers add “hidden” commissions when selling a farmer or trader’s produce. This policy brief...

Local and Regional Food Aid Procurement: An Assessment of Experience in Africa and Elements of Good Donor Practice. AgEcon
Tschirley, David L.; del Castillo, Anne Marie.
This report discusses the potential for procurement of food aid in local/regional markets to improve the effectiveness of response to food emergency victims. The paper examines the relevance of local/regional procurement (LRP) to donors and the rationale for using it, reviews LRP’s efficiency relative to in-kind food aid and to local prices in the markets in which it occurs (focusing on Africa), proposes a classification of risks involved in LRP, discusses a range of potential LRP modalities, and closes by proposing a framework of guiding principles, information systems, and operational procedures for responsible and effective LRP.

Cotton in Zambia: An Assessment of its Organization, Performance, Current Policy Initiatives, and Challenges for the Future AgEcon
Tschirley, David L.; Zulu, Ballard; Shaffer, James D..
This paper grows out of earlier work on cotton by the Food Security Research Project. It is directed towards policy makers and private stakeholders in Zambia’s cotton sector, and has four main purposes: (a) To provide a detailed descriptive overview of the organization of the sector and of the behavior of key public and private participants in the sector; (b) To assess cotton’s role in smallholder livelihood strategies, and its competitiveness at the farm level with a key alternative crop–maize; (c) To critically evaluate recent policy initiatives in the sector and suggest key modifications that might be needed; and (d) To identify the primary challenges that the sector faces to ensure its future competitiveness in regional and international...
