A consumer as well as a processor survey has been carried out in order to identify awareness, expectations and demands on the quality of organic processed vegetable baby food. In this paper we present the preliminary results for German and Italian consumers when purchasing vegetable baby purees. In contrast to vegetable baby puree in general, organic vegetable baby puree is considered additionally under aspects of its processing, safety, health benefits and sustainability. The accession of new countries to the EU has combined two very different patterns of organic farming development under a new and unique market and policy framework. An approach to policy learning and innovation that addresses the unique situation of the organic farming sector in the recently enlarged European Union is presented. Within the EU funded project ORGAP a toolbox was developed for the evaluation of the European as well as national action plans fror Organics food and farming. Recommendations and a resource manual for policy makers and stakeholders were published, based on the analysis of national Organic Action Plans as well as stakeholder and expert consultation. The analysis showed that several EU member states have emphasised the need to balance supply-push policies with more market-focused demand-pull policies. In 2004, the European Action Plan for Organic Food and Farming was launched. Many European countries have also developed national Organic Action Plans to promote and support organic agriculture. Avant-propos La Commission européenne a publié en juin 2004 le Plan d’action européen pour l’alimentation et l’agriculture biologiques. Avec ce plan, la Commission visait à évaluer la situation de l’agriculture biologique et à fonder les bases de développement de sa politique future. Scenario analysis is a qualitative tool for strategic policy analysis that enables researchers and policymakers to support decision making, and a systemic analysis of the main determinants of a business or sector. In this study, a scenario analysis is developed regarding the future development of the market of organic food products in Europe. The scenario follows a participatory approach, exploiting potential interactions among the relevant driving forces, as selected by experts. Network analysis is used to identify the roles of driving forces in the different scenarios, and the results are discussed in comparison with the main findings from existing scenarios on the future development of the organic sector. |

There is no single ‘best way’ of policy development. Bottom-up approaches to policy design and a broad debate among stakeholders facilitate policy learning and innovation. The development of scenario analysis (SA) to assist decision makers and stakeholders has been growing over the last few years through mainly exploiting qualitative information provided by experts. In this study, we present SA based on the use of qualitative data for strategy planning. We discuss the potential of SA as a decision-support tool, and provide a structured approach for the interpretation of SA data, and an empirical validation of expert evaluations that can help to measure the consistency of the analysis. Quality traits are highly focused upon in the marketing of organic food products.
