General and partial equilibrium analysis of the impact of the Central America Free Trade Agreement on the U.S. rice sector AgEcon
Durand-Morat, Alvaro; Wailes, Eric J..
The market conditions proposed by CAFTA are likely to positively impact the U.S. rice sector. Despite the differences in the impact of the agreement, both analytical approaches, namely, partial and general equilibrium modeling, yield results in the same direction. The small difference in the results from both approaches suggests low income and cross-sectoral effects between the U.S. rice sector and other segments of the economy. U.S. rice production is likely to expand to meet an increasing international demand for this commodity. The U.S. rice milling industry should also expect benefits from CAFTA, expanding by 1 percent in the general equilibrium model and up to 8 percent in the partial equilibrium framework.

Market Impacts of Adopting Herbicide-Resistant Rice in the Southern United States AgEcon
Fuller, Frank H.; Annou, Mamane Malam; Wailes, Eric J..
Herbicide-resistant (HR) rice varieties offer U.S. rice producers a powerful tool for control of red rice infestations. However, improved weed control can shorten crop rotations and boost yields, resulting in expanded rice production and lower domestic market prices. Declining market returns diminish the benefits of HR rice adoption and substantially reduce net returns for nonadopters. More competitive prices increase U.S. rice exports, causing a slight decline in world rice prices. The dependence of the rice marketing loan program on world prices prevents loan deficiency payments from adequately offsetting producers’ market revenue losses. U.S. consumers gain from lower rice prices.

How Far Can Poultry Litter Go? A New Technology for Litter Transport AgEcon
Carreira, Rita I.; Young, Kenneth B.; Goodwin, Harold L., Jr.; Wailes, Eric J..
Exporting northwest Arkansas excess turkey and broiler litter to partially fertilize nutrient-deficient cropland in eastern Arkansas can be more cost effective than to supply all crop nutrients with chemical fertilizer only, given current high fertilizer prices. Cost savings are greater if litter is baled in ultraviolet resistant plastic and transported via truck, since backhaul opportunities reduce truck rates, or alternatively, if raw litter is shipped via a truck-barge combination. Rice is the crop that allows for greater savings according to a mathematical programming model implemented in General Algebraic Modeling System (GAMS).

A Dynamic Decision Model of Technology Adoption under Uncertainty: Case of Herbicide-Resistant Rice AgEcon
Annou, Mamane Malam; Wailes, Eric J.; Thomsen, Michael R..
Herbicide-resistant (HR) rice technology is a potential tool for control of red rice in commercial rice production. Using an ex ante mathematical programming framework, this research presents an empirical analysis of HR rice technology adoption under uncertainty. The analysis accounts for stochastic germination of red rice and sheath blight to model a profit maximization problem of crop rotation among HR rice, regular rice, and soybeans. The results demonstrate that risk attitudes and technology efficiency determine adoption rates and optimal rotation patterns.

Analysis of Commodity Program Adjustments for U.S. Rice in Stochastic Framework AgEcon
Chavez, Eddie C.; Wailes, Eric J..
Potential adjustments in U.S. commodity program for rice are evaluated in this paper using stochastic analysis in a global modeling framework. Corresponding threshold and loss-compensatory increases in target price and loan rates are determined with assumed outright and gradual elimination of direct payments. Results show that if direct payments (DP) are eliminated in 2012, a 23% increase in both the target price (TP) and loan rate (LR) triggers counter-cyclical payments (CCP) 80% of the time; and it will take an increase of 48% in TP and LR to generate CCP enough to compensate for the loss in total DP. If DP is gradually removed over 5 years, the trigger and compensatory increases in TP and LR are 41% and 46%, respectively. Furthermore, if DP is...

SPATIAL PRICING EFFICIENCY: THE CASE OF U.S. LONG GRAIN RICE AgEcon
Djunaidi, Harjanto; Young, Kenneth B.; Wailes, Eric J.; Hoffman, Linwood A.; Childs, Nathan W..
The spatial rice price relationships for U.S. long grain rough rice are affected by many factors besides the transportation cost between markets, such as milling, processing, cooking and nutritional value as well as physical characteristics. This study applies a time series framework to analyze long run price relationships for Arkansas, Mississippi, Louisiana, Texas and California long grain rice. Johansen's test results showed that at least there are two cointegrating price vectors. However, such a finding is not supported by the ECM model in any of the price series.

Prepared for Bioterrorism Events? A Study of the Grain and Oilseed Sector AgEcon
Wailes, Eric J.; Carreira, Rita I.; Danforth, Diana M.; Nemane, Vivek.
One of the most crucial problems facing the U.S. economy is the possibility of a terrorist attack on its food sector. The implications can be profound for its stakeholders, who are highly dependent on this sector for their economic livelihood as well as their food supplies. The U.S. Bioterrorism Act of 2002 was enacted to improve the ability of the United States to prevent, prepare for and respond to bioterrorism and other public health emergencies. One of the important features of the U.S. Bioterrorism Act of 2002 is its emphasis on prevention, a change from prior legislation that focused on punishments after an incidence had occurred. The U.S. Bioterrorism Act does not address food safety issues in general; its focus is to prevent intentional...

TARIFF ESCALATION: IMPACTS ON U.S. AND GLOBAL RICE TRADE AgEcon
Wailes, Eric J.; Durand-Morat, Alvaro; Hoffman, Linwood A.; Childs, Nathan W..
Tariff escalation is an important aspect of protection for domestic milling industries, particularly in Central America. The United States exports over 40 percent of its rice as paddy. This study uses a spatial equilibrium trade model to evaluate the impacts of tariff escalation on U.S. and global long grain paddy and milled rice trade. Tariffs are harmonized for paddy and milled rice at two levels: milled tariff rates and zero. The results indicate that tariff escalation distorts US rice trade in favor of paddy exports, reducing the demand for rice milling and associated value-added activities in the US.

Sensitive Product Treatment in Agricultural Trade Negotiations AgEcon
Durand-Morat, Alvaro; Wailes, Eric J.; Sharp, Misti.
The fact that trade, and especially agricultural trade, remains far from free is puzzling, since the superiority of free trade receives overwhelming support among economists (Gawande and Krishna, 2003; Rodrik, 1994). International trade scholars have devoted significant resources to forecasting the impact of trade policy reforms (for a survey of these studies see Congressional Budget Office, 2005), and their findings are relevant inputs for officials negotiating a trade agreement as well as for politicians in charge of ratifying it. The perceived gains and losses attached to different outcomes have been identified as a significant factor shifting the outcome of a trade agreement negotiation (McMillan, 1990). Less well-known are the factors that would...

Rice Trade Policies and Their Implications for Food Security AgEcon
Durand-Morat, Alvaro; Wailes, Eric J..
There is a strong linkage between the behavior of the rice market and the state of food security in many regions around the world, particularly in Asia, as made evident in the 2007-08 commodity crisis. Rice is a staple for the majority of the population in Asia, where roughly 60% of the close to one billion undernourished people live (FAO, 2010). As Timmer (2010) states, “it is impossible to improve food security in the short run or long run without providing adequate supplies of rice that are accessible to the poor” (p. 2). The rice crisis of 2007-08 showed the crucial role of export and import policies on the behavior of the rice market and its consequences for price stability and food security. Market fundamentals could only explain a minimal part of...

Analysis of Participation in Multifunctional Agriculture: U.S. Rice Farms AgEcon
Tur Cardona, Juan; Wailes, Eric J.; Dixon, Bruce L.; Danforth, Diana M..
Multifunctional agriculture is particularly fundamental to some working lands conservation policies and programs, such as the Environmental Quality Incentive Program (EQIP), Conservation Security Program (CSP) and Wildlife Habitat Incentive Program (WHIP). Farmers can also be engaged in providing recreational and agri-tourism services such as hunting, fishing, bird-watching, farm tours, petting zoos and hospitality services. Using the Agricultural Resource Management Survey (ARMS) we analyze factors associated with participation in conservation, recreation and agri-tourism activities as a function of farm structure, farm financial measures, production practices, and socio-demographic characteristics of the farm operator. Measuring Market Integration in the Presence of Threshold Effect: The Case of Bangladesh Rice Markets AgEcon
Alam, Mohammad Jahangir; McKenzie, Andrew M.; Buysse, Jeroen; Begum, Ismat Ara; Wailes, Eric J.; Van Huylenbroeck, Guido.
Spatial price integration among five major Bangladesh rice markets is examined in the presence of threshold effects to account for the impact of transaction costs in the price adjustment process. Hansen and Seo (2002) threshold cointegration tests and threshold vector error correction models confirm the presence of threshold effects. Results highlight the importance of directing policy goals towards reducing transaction cost to engender greater pricing efficiency in Bangladesh rice markets.

Updated Arkansas Global Rice Model AgEcon
Wailes, Eric J.; Chavez, Eddie C..
The Arkansas Global Rice Model is based on a multi-country statistical simulation and econometric framework. The model consists of six sub regions. These regions are the U.S., South Asia, North Asia and the Middle East, the Americas, Africa and Europe. Each region comprises of several countries and each country model has a supply sector, a demand sector, a trade, stocks and price linkage equations. All equations used in this model were estimated using econometric procedures or identities. Estimates are based upon a set of explanatory variables including exogenous macroeconomic factors such as income, population, inflation rate, technology development, and especially, government determined policy variables which reflect the various mechanisms by which...

LL601 Contamination and Its Impact on U.S. Rice Prices AgEcon
Li, Yarui; Wailes, Eric J.; McKenzie, Andrew M.; Thomsen, Michael R..
LL601 is a genetically modified rice variety and unapproved for commercial use. Its presence was found in commercial shipments of U.S. rice in 2006. This article explores its impact on prices and volume marketed for both the United States and Thailand, the major export competitor. The results show a significantly adverse but short duration effect on the U.S. rice market and little to no effect on the Thai rice market.

U.S.-CHINA AGRICULTURAL TRADE: CONSTRAINTS AND POTENTIAL AgEcon
Wailes, Eric J.; Fang, Cheng; Tuan, Francis C..
China's agricultural trade expanded rapidly following economic reforms and the open-door policy adopted in the late 1970s. The composition of agricultural trade with China follows its labor-abundant and land-scarce resource endowment with imports of bulk and processed intermediates and exports of consumer-ready and processed goods. Constraints on U.S.-China agricultural trade include tariffs, state trading, food security policies, and other nontariff barriers. Growth potential is based on China's fundamental demand forces including the world's largest population, a high real-income growth rate, an emerging urban middle class, and further trade reforms to be implemented through accession to the World Trade Organization.
