Since the introduction of a reserve price scheme in 1970, the interest in wool marketing previously shown by agricultural economists has not been maintained outside the public service and the wool industry itself. Nor is the subject as divisive amongst wool growers with, in general, 'orderly marketing' now acceptable to all factions of wool growers. The history of wool marketing discussion in Australia is reviewed and some reasons for this changing climate of opinion are discussed. An attempt is made to assess the actual performance of the buffer stock scheme in the light of the academic literature of the 1960s.

AUSTRALIAN WHEAT STORAGE: A DYNAMIC PROGRAMMING APPROACH 31

Dynamic programming is used to examine whether Australia should store wheat for subsequent sale at higher prices. The dynamic programming model is developed assuming that the demand for Australian wheat is perfectly elastic at the world price. An important consequence of this assumption is that the algorithm used in computing the optimal policy takes a very simple form. It is concluded that interest rate and wheat price in the following season are the major determinants of storage policy. When prices are stable, rule-of-thumb policies, such as storing when prices are below average, are sub-optimal.

Raw wool production and marketing in China: ACIAR project 8811 31

This evaluation and economic assessment is of a project funded by the Australian Centre for International Agricultural Research (ACIAR) aimed at improving economic knowledge of the Chinese wool industry. The project was carried out jointly by Australian agricultural economists at the Universities of Queensland and Sydney and their Chinese colleagues attached to the Institute of Agricultural Economics within the Chinese Academy of the Agricultural Sciences and the Institute of Rural Development within the Chinese Academy of the Social Sciences. Grain marketing and National Competition Policy: reform or reaction? 31

Grain marketing arrangements in Australia have been controversial for many years. Following an account of the historical background to grain marketing, this article concentrates on more recent debates. The most interesting technical economic argument concerns the validity of claims that statutory marketing authorities with export monopoly powers can obtain higher prices. The article also discusses how marketing in Australia has been affected by Commonwealth and State Government policies with respect to microeconomic reform and privatization. Although major changes appear to have been made in grain marketing and its institutions, there are inherent economic problems with the current approach to deregulation.

In many respects, the Australian wheat industry is unusual. It is extensively regulated in all its activities beyond the farm-gate, yet the overall effect of Government regulation since 1948 has been to reduce the incomes of wheatgrowers (Longworth and Knopke 1982). The partial equilibrium analysis on which this conclusion rests is based on comparisons of observed wheat prices with an "otherwise" free market with wheatgrowers receiving world prices for their output. Essentially, the losses have occurred because the domestic price has often been below the world price, especially at times of high world prices.
