Famine in Ethiopia: Policy Implications of Coping Failure at National and Household Levels AgEcon
Webb, Patrick; von Braun, Joachim; Yohannes, Yisehac.
This study argues that famines are preventable. What was once a universal threat to human life is now primarily in Sub-Saharan Africa. Africa is likely to be the only continent to experience a continued high level of famine mortality during the 1990s, as well as an increase in absolute poverty. Therefore, the current challenge facing policymakers and research organizations such as IFPRI is to reduce the negative effects of famine in Africa and to lay the foundations for its longer- term eradication. This research by Patrick Webb, Joachim von Braum, and Yisehac Yohannes was designed to contribute to a better understanding of the root causes of famine and thereby to identify appropriate policies and projects for famine mitigation. As part of a larger IFPRI...

Women's Economic Advancement Through Agricultural Change: A Review of Donor Experience AgEcon
Pena, Christine; Webb, Patrick; Haddad, Lawrence James.
This paper reviews donor experience with the design of development projects that are sensitive to gender-specific constraints. The review finds that the gap between intentions and implementation as regards gender-sensitivity is larger in agriculture than in health and nutrition. One of the reasons forwarded for this gap is the dearth of quantitative studies documenting the foregone benefits in terms of agricultural productivity of not promoting the economic advancement of women in agriculture.

Classification and Regression Trees, CART: A User Manual For Identifying Indicators of Vulnerability to Famine And Chronic Food Insecurity AgEcon
Yohannes, Yisehac; Webb, Patrick.
Over the past decade, the increasing power and reliability of microcomputers and the development of sophisticated soft ware designed specifically for use with them has led to significant changes in the way that socioeconomic data are collected and analyzed. The venue of the computations has shifted from off-site main frames, dependent on highly trained operators and significant capital investment in supporting equipment, to desk top and lap top computers, dependent only on the occasional availability of electricity. This means that it is now feasible to quickly transfer new statistical techniques between IFPRI and IFPRI’s collaborators in developing countries, that data manipulation costs of policy analysis have been substantially reduced, and that a new...

Irrigation Technology and Commercialization of Rice in the Gambia: Effects on Income and Nutrition AgEcon
von Braun, Joachim; Puetz, Detlev; Webb, Patrick.
With its focus in irrigation technology and commercialization of rice in West Africa, this study addresses the question of how agricultural growth in Sub-Saharan Africa may improve food security. Over the last few decades in Africa, rice has ranked second after maize among cereal that have contributed to the overall growth of cereal output. In West Africa, rice imports have grown rapidly during the last two decades. Future decisions on irrigation investments and technology choices will be critical importance in view of numerous past failures and excessive costs of irrigation in Sub-Saharan Africa. This research by Joachim Von Braun, Detlev Puetz, and Patrick Webb is to be seen against the backdrop of policy priorities resulting from the earlier work of...

Intrahousehold Decision-making and Resource Control: The Effects of Rice and Commercialization in West Africa AgEcon
Webb, Patrick.
In this working paper, Patrick Webb takes a detailed look into the intrahousehold effects of commercialization and technological change in the West African setting of The Gambia. The research particularly focuses on how women farmers are affected by new production technology. A very important aspect of this study is its detailed analysis of the effects of change in a system that has both communal farming at the extended household level and individual farming. The research particularly shows that distributional effects of commercialization and technological change in Africa can only be addressed appropriately if analysis does not stop at the door of the household, but actually looks into changes in burdens and benefits within the complex household...
